Sigma Defense is seeking a Senior Program Manager to provide support to Commander, U.S. Fleet Forces (USFF) in Norfolk, VA. The individual in this role will provide the interface with the Government COR, Contracting Officer, senior government managers, senior military officers and provide briefs on project progress. The Program Manager will be responsible for the hiring, capability development, discipline, and dismissal of contract personnel. Provide the expertise necessary to support the role of Fleet Deployment Training Program Support (FDTPS) tasks in the various task areas contained within the contract and prepare the workforce to support emerging requirements that will evolve during the contract period of performance. Responsible for all aspects of contract support to ensure a balance of efficient and effective operations.
The ideal candidate is a team-oriented, customer-focused program manager who has experience leading working groups and cross functional teams with at least 8 years of experience with managing large, complex projects dealing with Navy and/or Defense training operations and policy. Echelon III (or higher) staff experience is ideal. A candidate should have an understanding of Navy fleet training policy and programs. Knowledge of the Optimized Fleet Response Plan (OFRP) and Fleet Response Training Plan (FRTP) are highly desired for this opportunity.
This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements
Minimum of 8 years of experience in the following:
- Corporate program manager on a defense contract of similar magnitude and complexity of this requirement.
- Determining program objectives, organizing requirements, scheduling projects and developing standards and guidelines.
- Managing multiple projects/tasks simultaneously.
- Managing large complex projects/deliverables with numerous stakeholders.
- Managing relationships across business and customer organizations, and other stakeholders throughout the project cycle.
- Managing multiple priorities and interruptions with minimal impact on productivity/deliverables.
- Planning and managing the work of training efforts conducted by multiple functional area teams/commands.
- Developing exercise/event timelines with required deliverables.
- Designing and implementing new staffing solutions and organizational structures to meet training needs.
- Ensuring consistency of quality in services across multiple functional areas/commands.
- Employing independent judgment and initiative to manage personnel and resources.
- Leveraging best practices and problem solving.
Personnel Clearance Level:
- Candidate must possess an active, DoD issued Top Secret security clearance or higher. A TS/SCI level clearance is required for this position.
- A clearance will be sponsored for the right candidate.
Education Requirements:
- Bachelor's degree from an accredited college or university or equivalent experience.
- Equivalent experience to a Bachelor's degree is 2 additional years of Resource Band experience.
Essential Job Duties (not all-inclusive):
Support Tasks:
- (a) Administer total program activities and provide principal support for all program administration, financials and reporting.
- (b) Ensure efficient, timely and complete management oversight, administration of all tasking, deliverables, contract requirements, contractor and subcontractor performance and quality.
- (c) Function as the single point of contact (POC) to the Government for all contractor-to contractor teaming work arrangements and execution under this contract.
- (d) Provide as required direct, recurring interface with the contracting officer’s representative (COR), alternate COR (ACOR), and the command/training site technical assistant (TA).
- (e) Provide government required contract fiscal management reporting requirements.
- (f) Provide government required contract operational and technical requirements.
- (g) Manage contract travel and other direct costs (ODC).
- (h) Manage subcontractor time and expenses.
- (i) Establish project team roles and responsibilities.
- (j) Review update and coordinate project status with project stakeholders.
- (k) Manage project expectations with team members and other stakeholders.
- (l) Manage project details ensure timely validation and approval of expenses.
- (m) Act as point of control for coordination, communication and follow-up for projects milestones and deliverables.
- (n) Develop best practices and tools for project execution and management.
- (o) Define project success criteria and disseminate them to stakeholders throughout the project/deliverable lifecycle.
- (p) Proactively manage changes in project scope, identify potential risk and devise contingency plans.
- (q) Manage project team leads and contractors; provide risk management and issue/problem resolutions.
Salary Range: $135,000 - $160,000 annually.
