Definition
Under general direction, directs, manages, supervises, and coordinates assigned activities and operations of the Sacramento County Airport System including the planning, development, management and administration of various sections, and coordinates with other divisions, departments, outside agencies, and the general public.
Distinguishing Characteristics
The Assistant Director of Airports is a second level management class. Incumbents in this class are primarily responsible for having broad authority over major airport system functions. Incumbents in this class exercise direct and indirect supervision over first level management (Deputy Directors), supervisory, technical, operational, and/or clerical staff. This class provides direct support; and may act for the Director of Airports, as needed.
Incumbents in this class report to a Director of Airports or other higher-level executive management personnel. This class is distinguished from the higher class of Director of Airports in that the latter is the highest-level director class in the Sacramento County Department of Airports, fully responsible for all strategic oversight, operations, administration, planning, and development activities of the Department of Airports. This class is further distinguished from the lower class of Deputy Director in that the latter is responsible for day-to-day supervision of assigned staff.
Responsibilities:Examples of Duties, Knowledge, and Abilities
Duties may include, but are not limited to, the following:
- Directly or through supervisory staff selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Plans, directs, coordinates, and reviews the work plan for the County Airport System's services and activities; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
- Oversees and directs the development, management, and administration of the County Airport System's annual budget; oversees the planning, organizing, actuating, and controlling of the financial and business management functions; participates in forecasting funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
- Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; obtains approval for improvements as needed/required; implements improvements.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations related to the field of aviation, airport management, federal and local regulations, county operations, and other related matters.
- Manages and participates in the development and implementation of goals, objectives, policies, procedures, priorities, and strategic plans for multiple Airport System sections which include Operations & Maintenance; Properties and Commercial Development; Finance and Administration; and/or Planning and Development.
- Directs, through subordinate Deputy Directors and Section Managers, staffing levels, organizational concepts and changes, the administration of consistent employee evaluations and disciplinary actions, and the monitoring of Airport System programs and projects.
- Assists the Director of Airports with long- and short-range planning by forecasting facilities and properties requirements for aviation needs and formulating recommendations for major expansion programs and airport system capital improvements.
- Oversees operations, maintenance, safety, security and customer service functions to ensure a smoothly run and efficiently controlled Airport System consistent with County policy and community values.
- Directs or conducts special studies, reports, and presentations for the Airport System, County management and outside agencies and organizations. Provides recommendations and substantive information for policy and decision making.
- Maintains close liaison with federal, state and local government agencies concerning Airport System projects and financial matters.
- Works closely with the Director of Airports, other County departments, outside agencies, citizens' groups, and the public.
- May act for the Director of Airports during absences.
Minimum Qualifications
- Five (5) years of full-time paid, experience in airport management at a commercial aviation facility involving airport operations; planning and development; finance and administration; and/or marketing and air service development.
- Experience must have been at the managerial or supervisory level within the commercial airport facility and have included policy planning; program development; budget preparation and administration; and/or contract administration.
GENERAL QUALIFICATIONS
Criminal History and Background Checks:
- The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.
- The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.5, Social Security Number verification, professional license/registration verification, military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.
Travel Requirement:
- This position will be required to travel to industry association meetings and meetings with current/prospective stakeholders such as FAA, TSA, airlines, and other tenants. Travel will be required approximately 10% of the time.
License Requirement:
- A valid California Driver License, Class C or higher, shall be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License, or comply with state and federal requirements for utilization, may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.
Security Access Badge:
- Incumbents in this class must acquire and maintain an airport security badge allowing unescorted access to restricted County airport locations in accordance with Transportation Security Regulations Title 49 CFR 1542.
