Location: Baltimore, MD (Hybrid, 40% on site at: 201 West Preston Street, Baltimore, Maryland 21201. One week per month onsite is required. Onsite attendance may also be required during system rollout out activities in addition to the monthly requirement. May require travel to other offices as needed)

What You’ll Do:
The MDH Office of Enterprise Technology Portfolio Office is seeking experienced Senior Business Analysts to drive multiple Major IT Development Projects over the next few years. These individuals will support implementation efforts, complete current state assessments, and document workflows to ensure clear understanding of business operations. They will play a critical role in supporting MDH business teams, facility project teams, and other external stakeholders by leveraging their subject matter expertise to drive best practices and ensure requirements are implemented to fulfill business needs.
- Assist with planning, developing, testing, and documenting projects.
- Apply business process improvement practices and modernize projects.
- Support agency teams in development and management of project milestones, goals, and deliverables.
- Background in CBRNE and/or Bio surveillance.
- Stay informed on latest AI system and software architectures and trends.
- Work closely with clients and requirements owners to build out product lines.
- Develop plans, road maps, and software design strategies.
- Capture, develop, and report reference architectures and document compliance standards.
- Collaborate with business leaders to clarify requirements and ensure alignment with organizational goals.
- Review contracts for technical implications.
- Complete exception and pre-approval documents as required.
- Work with stakeholders and technical teams to craft effective solutions addressing business needs, including creating detailed functional specifications and use cases.
- Act as a liaison between business stakeholders and technical teams to ensure clear communication and understanding of requirements.
- Stay up to date on industry trends, best practices, and emerging technologies to propose innovative solutions and enhance business processes.
- Bachelor’s degree in business administration, information technology, or a related field.
- Certification in Business Analysis (e.g., CBAP, CCBA) is desirable not required.
General Experience:
- Exceptional communication and interpersonal skills.
- Ability to collaborate effectively in cross-functional teams and manage multiple stakeholders.
- Minimum of 7-10 years of experience as a Business Analyst.
- Profound knowledge of business analysis methodologies, tools, and techniques.
- Competency in requirements gathering, process modeling, and data analysis.
- Experience with business analysis tools and software (e.g., Visio, JIRA, Confluence).
- Proficiency with project management methodologies (e.g., Agile, Scrum).
- Experience with Electronic Health Records (EHR) system data.
