Introduction

The Personal Services Contractor (PSC) position is located in the Program Management Team, Office of the Coordinator for Afghan Relocation Efforts (CARE), Bureau of South and Central Asian Affairs (SCA), Department of State (DOS). The CARE Office mission is to safely and securely relocate individuals currently located in Afghanistan who are eligible to enter the Enduring Welcome (EW) pipeline through the effective management and implementation of $1 billion air, ground, and humanitarian support contract. The Office is responsible for working with DoD, DHS, and other entities at the federal level, as well as international partners, foreign governments, and state and local governments, with relocation efforts. Relocation efforts encompass:

• Case Management / Contact Center operations for intake, management, and initial approval for Afghanistan individuals seeking relocation;

• Managing special cases for intake and approval;

• Logistics and Platforms management for transportation within and out of Afghanistan and Pakistan to Qatar, Albania, Germany, and other third country locations;

• Processing individuals and families for relocation and/or resettlement from CAS and / or other locations;

• Engagement and Communications with external stakeholders;

• Program Management, encompassing strategic planning, management support, contracting, grants, monitoring & evaluation, data analytics, and internal coordination; and

• Managing and negotiating the process to secure third country border permits for Afghan individuals.

The PSC ensures all CARE operations, acquisitions, and contract finances are managed in a coordinated fashion; and CARE activities are balanced against available resources, schedules, and budgets; and communicates this to the SCA financial management counterparts. S/he advises CARE Leadership on budgetary and fiscal matters, including identification of financial risks and issues; and examines CARE’s budgets with a sufficient level of scrutiny to provide a deep understanding of budget details and associated requirements. The PSC meets with CARE Leadership to discuss budget proposals and to establish the priority of different requests; recommends the deletion, inclusion, or modification of different requests; and participates in determining the strategy to be employed in requesting of additional funds.


Principal Duties and Responsibilities

Duty 1 - Financial Management (50%) FLSA Exempt

Implements budgeting and financial record keeping procedures for CARE to ensure efficient coordination of various department and designated accounts. Maintains accurate information regarding the financial status of CARE Office. Monitors and reports on allocated funds against executed funds. Coordinates with NEA-SCA/EX, PRM, BP, and CGFS/EDCS to ensure the appropriate use of funds. Coordinates closely with the SCA budget office and the Budget and Planning Bureau to ensure budget requests are accurate and made in a timely manner.

Duty 2 - Financial Advisory (45%) FLSA Exempt

Participates in the review of CARE budget requests from CARE personnel for accuracy, completeness, and conformance to instructions. Assist CARE managers in program decision-making and planning by analyzing financial aspects of various programs so that managers can determine the best use of limited resources. Communicates with CARE Leadership and personnel on financial policy guidelines and generally accepted accounting standards, for the prevention of waste, fraud, and mismanagement.

Duty 3: Other Duties as Assigned (5%)

Performs other related duties as assigned.


Knowledge/Skills Required for the Position

Expert knowledge of the fundamentals of economics, statistics, accounting, banking, and financial markets through requisite academic background or work experience to serve as a principal financial adviser to senior management.

Knowledge of budgeting principles and practices to formulate, present, justify, and execute budgets involving millions of dollars.

Expert knowledge of financial procedures, applicable laws, regulations, and other guidance to prepare financial plans that are accurate and timely to inform management decisions, and to meet external reporting requirements.

Knowledge of financial management involving the preparation, justification, or management of an organization’s budget, or participation in budget hearings on appropriations for a U.S. Government agency.

Ability to identify and secure appropriate alternative funding/revenue sources.

Experience as a financial management officer in a government agency or in a business or industrial concern with responsibilities for program planning, organization, methods, and procedures.
Experience in government or private sector accounting including interpretation and use of financial data for informed decision-making and the efficient and optimal use of resources.

Skill in written and oral communication to explain policies and procedures; provide timely, diplomatic, and tactful responses; participate in meetings and negotiations; and produce coherent reports, recommendations, memoranda, and written proposals which identify and recommend solutions to problems.


Other Requirements of the Position

The contractor must be a United States citizen.

The contractor must be granted a Secret security clearance prior to entry on duty and maintain such clearance throughout the period of employment.

DOS will provide the professional service employee with a computer workstation and access to existing applications (e.g., e-mail, MS Office Suite, etc.), adequate office space, and telephone service. DOS will also provide printers, faxes, and copiers. Telephones may only be used in accordance with Federal Guidelines and Standards to conduct DOS related business. Government furnished computer equipment and use of office equipment (such as faxes, copiers) will be provided.

DOS will provide computer storage space on all DOS’s unclassified network to host the professional service employee deliverables. All deliverables (e.g., documented procedures, customized software, applications, and enhancements) are the property of DOS and will be returned to the Department upon completion of the support services.

DOS shall have perpetual rights to all raw data and deliverables resulting from work performed under this content.
