Position:
The Idaho Department of Environmental Quality (DEQ) is hiring an Air Quality Monitoring Analyst - 3 for the Coeur d’Alene Regional Office.
Salary Range: $29.75-33.71
Responsibilities:
· Meet DEQ Air Quality (AQ) Quality Assurance Project Plan (QAPP) Criteria:
- Install, operate, and maintain various types of air quality monitoring equipment. This may include continuous gas and particulate monitors, telemetry systems, meteorological measurement systems, and filter based samplers.
- Implement required data quality assurances and quality control processes to ensure data meets state criteria in the QAPP.
· Support the implementation of the Crop Residue Burning (CRB) Program:
- Provide CRB support through implementation of the CRB Program operating guide.
- Consult with the Coeur d'Alene Regional Office CRB lead analyst 3 and coordinate duties.
- Serve as a point of contact for registered growers in the CRB Program as directed.
- Review meteorological forecasts and air quality monitoring data to help determine potential for field burning on assigned days.
- Issue final burn approval notifications and shut down burns when conditions deteriorate.
- Respond to CRB related complaints.
- Investigate apparent violations and develop enforcement referral documentation.
- Operate and maintain seasonal smoke management AQ monitors and quality assurance of the data.
· Conduct assigned inspections on small stationary source facilities and investigate complaints regarding air quality issues:
- Evaluate compliance and recommend solutions to air quality problems.
- Initiate field enforcement action when appropriate and develop enforcement referral documentation.
· Assist regional program priorities when needed.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Desired Specialty Minimum Qualification
Good knowledge of the scientific principles of air quality monitoring, environmental monitoring, and/or laboratory analysis that has been typically gained through possession of a college degree in Meteorology, Physics, Chemistry, Environmental Science, Engineering, or closely related field; OR education and experience equivalent to an undergraduate degree as described below;
AND at least one (1) year experience in one of the following areas: operating ambient air quality monitors, meteorological monitoring equipment, or other air quality testing equipment; evaluation of ambient air monitoring network objectives; operating, calibrating, and performing routine maintenance and minor repair of air quality equipment, ambient air quality monitoring equipment, or meteorological monitoring equipment; processing items such as filters for laboratory analysis; electronically maintaining scientific data files; implementing a quality assurance and quality control program as it applies to ambient air monitoring; plus maintaining an equipment inventory. Environmental laboratory experience can be substituted for experience above.
OR
Possession of an unrelated degree; AND successful completion of upper-level college coursework in Meteorology, Physics, Chemistry, Environmental Science, Environmental, Civil or Chemical Engineering, or closely related field supplemented;
AND at least two (2) years experience as described above.
EDUCATION AND EXPERIENCE EQUIVALENCY: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education;
AND/OR each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education. Note: Course work requirements are based on curriculum from an accredited college or university.
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to lift and carry up to 50 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Ability to work on elevated instrument platforms, ladders, etc.
• Must be able to perform field monitoring work without on-site assistance or supervision.
• Occasional travel required.
• May work in the vicinity of loud noise.
