Job Summary
Components of USSOCOM have the responsibility to execute large-scale training exercises designed to enhance readiness and prepare SOF units for deployment. At SOF Component Commands, the contractor provides SMEs to facilitate planning and execution of SOF core activities and SOF-CF I3, augment/replicate critical staff planning positions, and provide SOF exercise planning and execution products throughout the JELC IAW SOF, Joint, Service, GCC training objectives. This position is part of the AFSOC EMERALD WARRIOR exercise team.
Duties & Responsibilities
- Maintain functional currency, relevancy, and awareness of SOF and Joint Enterprise training requirements through constant research of past and current operations, DoD Instructions, Manuals, Directives, Joint Exercise Instructions, Concept Plans (CONPLAN), Operation Plans (OPLAN), execute orders (EXORD), and Joint, doctrine
- Maintain functional and cooperative relationships with operational and strategic level planners and leaders in the USSOCOM HQs, GCC's, TSOC's, the Joint Staff, and JSOC, to facilitate a synchronized effort in exercise design and execution across the community of interest
- When required, support the Joint Exercise Control Group (JECG) and augment and replicate key HQs staff positions for SOF Higher HQs (C/JFSOCC, C/SOJTF, C/JSOTF, C/JSOAC, SOTF)
- Responsible for ensuring the M&S, scenario, and MSELs developed for the JNTC Events thoroughly support AFSOC training objectives, developed in conjunction with the AFSOC JNTC Ops and Lead Planners.
- The M&S Planner will ensure M&S requirements are identified with the Joint Exercise MSEL Manager and all JNTC Event M&S needs are coordinated with the Theater JCS Exercise Lead planner or AFSOC JNTC lead planner, as appropriate.
- The M&S Planner is responsible for ensuring the development of the M&S scenario, coordinating the M&S scenario with USSOCOM, USSOCOM Components, COCOM planners, and Interagency organizations as appropriate.
- The M&S Planner will lead and conduct all AFSOC M&S and Scenario Working Group responsibilities during the JELC Planning Conferences.
- During the JNTC Event execution, the M&S Planner is responsible for ensuring all scenario and MSEL events occur according to the MSEL plan.
- The M&S Planner prepares scenarios for the Emerald Warrior live/virtual/constructive integration missions, incorporating the training objectives provided by the training audience using training audience tactics, techniques and procedures.
- The M&S Planner prepares the Joint and AFSOC standard mission products for the virtual/constructive participants, using the current special operations air component format and software, for crews and ground parties to conduct the missions
- The M&S Planner authors the test plan for federation of networked simulators and multiple networks, incorporating the virtual participant simulators. The M&S planner sets timeline and calendar for information assurance milestones and the event testing and works with the C4I lead to ensure the appropriate network and connections are requested to allow the specific federation of sites to participate in virtual distribute mission operations.
- The M&S Planner leads the event testing for the federation of exercise simulators and networks, in conjunction with the AFSOC RTC, notes deficiencies and recommends solutions.
Experience and Education
- Bachelor's degree with 8 years of relevant experience, or Associate's s degree with 13 years of relevant experience; Prefer prior E7+, CW2+, O3+; Prefer prior aircrew member
- More than 7 years' (5 years recent) experience in exercise design, scenario development, and management of Joint Life Cycle (JELC) events
- Minimum of 4 years of experience coordinating with the training audience and developing a realistic scenario to facilitate their training objectives.
- Strong knowledge of simulator databases and distributed mission operations
- Knowledge of the JTEN/STEN network distribution system
- Strong communication skills, both written and verbal in (English language) with the ability to write and brief to a senior officer audience (O-6 and above)
- Understanding of Exercise planning, Exercise products, Joint Exercise Control Group operations, and the Joint Exercise Life Cycle.
- Deployed experience in recent contingency operations (desired)
- Preferred SharePoint or webpage design experience and proficiency; Experience in Microsoft Office Products
- Preferred 2 years' experience as a platform instructor in a Professional Military Education/training environment.
