ROLE SUMMARY
As an important member of the Disease Control Bureau, the Assistant Commissioner provides leadership for all administrative aspects of the Bureau, including support program implementation in the areas of infectious disease prevention and control grants management, budgeting, procurement, and human resources. This role represents the department when acting as liaison for the team with local, state, and federal agencies, other city of Chicago departments and external partners.
ESSENTIAL DUTIES
· Under the direction of Chief Medical Officer/Deputy Commissioner, coordinates Disease Control prevention strategies.
· Facilitates engagement across City departments on key initiatives related to monitoring and response to infectious diseases.
· Oversees financial management of federal grant awards that support the bureau’s ability to detect, prevent, and response to infectious diseases and other conditions of public health concern.
· Leads the development and submissions of grant and other funding proposals, grant expenditures, and monitors and ensures that reporting requirements and deliverables are met.
· Oversees development and processing of requests for proposals and other procurement activities to carry out program activities.
· Oversees major contract preparation and agreement entered into to meet program specifications.
· Supports program leadership in managing labor relations and other personnel issues, monitors hiring and supports staff development.
· Monitors compliance with bureau, department and city policies and develops systems, processes and training, as needed, to support compliance.
· Facilitates communication and engagement with staff, external partners, and community to identify and build shared vision and ownership for program plans and activities.
· Supervises and develops administrative staff and coaches program leaders.

Qualifications
MINIMUM QUALIFICATIONS
Education
· Graduation from an accredited college or university with a Bachelor's degree in a field related to the duties performed, including five (5) years of work experience related to the position, of which two (2) years are in a supervisory role related to the responsibilities of the position or an equivalent combination of education, training, and experience
PREFERRED QUALIFICATIONS
· Experience with Federal and state grant programs about requirements, contractual arrangements, and procedures (e.g., writing and submission of grant proposals, monitoring/oversight of grant expenditures, preparing of required status reports to grantors, data collection and analysis associated with status report development for grantors)
· Has held positions involving the management, coordination, and oversight of special projects, inter-department and inter-agency programs, and initiatives in their area of expertise related to fiscal management
· Developed program policies and procedures in a Public Health setting or for the private sector
· Knowledge and experience in the financial management of federal grants and budget planning
· Leadership experience in managing team performance under a demanding workload
· Experience with Human Resources and Labor Relations a plus
· Deep understanding of City of Chicago administrative processes
· Program management experience
· Master’s degree in a field related to the duties performed

· Familiar with City departments and departmental services, programs, and resources
· Skilled at analyzing and evaluating programs and policies
· Proficient at communicating clear, coherent messages both in written and verbal form
· Skilled at managing and developing a diverse team
· Skilled at systemic problem-solving and analytical practices
· Proficient at operating computers and adapting to new software
· Must have high acumen for Office 365 products, including base modeling capabilities in Microsoft Excel, excellent skills in Microsoft Teams, strong Microsoft PowerPoint, and presentation skills
SELECTION REQUIREMENTS

This position is funded by a federal grant. These funds may be extended, but CDPH cannot guarantee this position will be funded past November 2027.
