ASSISTANT PROGRAM MANAGER-R&D - PROGRAM MANAGER-R&D - Project Manager for Defense Programs at Southwest Research Institute

Who We Are:

The Tactical Product Department performs advanced CESM/RESM (COMINT/SIGINT/ELINT) programs involving RF/antenna design, system engineering/hardware design, software development and integration, and communications signal processing engineering. Applications include shipboard, submarine and airborne platforms. Flexible work schedule is available.

Objectives of this Role:

• Seeking a project manager with experience leading a diversified technical team on engineering projects of moderate technical scope from program inception through hardware/software development, implementation, testing & support.
• Apply business development experience, including interacting with clients to promote expansion of projects, proposal preparation and development of long term programs.
• Reports to the department director and assists with the development of strategic objectives and technical vision for program growth, expansion of business, client cultivation, and identification of needed facility enhancements and staffing needs.
• Maintain strong organizational and innovative skills and lead multi-disciplinary technical teams in the successful development, implementation and delivery of advanced engineering systems involving hardware and software development.

Daily and Monthly Responsibilities:

• Provide management and leadership of advanced engineering and R&D projects involving hardware and software development, system engineering, fabrication, test and support for a mix of U.S. Government and international clients.
• Provide support of business development efforts including interaction with clients to define requirements and develop SOWs, preparation of white papers and development of proposals.
• Successfully manage the triple constraint for engineering projects, including preparing/tracking budgets using earned value management, management of technical scope to meet program requirements and use of MS Project scheduling to manage milestones/deliverables/resources.
• Occasional travel to U.S. or international locations to attend program reviews, technical interchange meetings, design reviews and client meetings.
• Plan, organize, lead and coordinate the activities of project technical and administrative support staff.

Requirements:

• Requires a Bachelors degree in Electrical Engineering, Mechanical Engineering or related engineering degree.
• Project Management Professional (PMP) preferred.
• 8+ years: Experience with the project management and leadership of engineering programs in defense or technical applications, including management of diverse engineering teams, interface with clients and successful management of projects within cost, schedule and technical objectives
• 8+ years: Experience in the development, promotion and expansion of technical programs, including leading and preparing successful technical proposals.
• Microsoft Project experience and familiarity with earned value management is required. Experience managing projects using CMMI and ISO9001 quality systems or ability to learn
• Must have excellent verbal and written communication skills, interpersonal skills, organizational and multi-tasking skills, and the ability to communicate effectively with clients, executive management and project staff.
• A valid/clear driver's license is required.
