SUMMARY:This evolving position is located in the Operations Division with the Oklahoma City-County Health Department (OCCHD). The employee is responsible for administering and supervising the Food Safety & Environmental Health Program for the Oklahoma City-County Health Department in alignment with state statutes, city/county ordinances and the Public Health Accreditation Board. This includes program assessment, establishing programmatic goals and maintaining the program budget. PRINCIPLE DUTIES AND RESPONSIBILITIES:This is a summary of the duties and responsibilities commonly found within this classification. Also, as a member of the OCCHD Emergency Preparedness and Response Team, the incumbent is required to complete all necessary responder training and may be designated as a member of the first-responder team.In accordance with our designation of a PHAB Accredited health department and explicit commitment to a culture of continuous quality improvement, employees will receive Quality Improvement (QI) training deemed necessary by their supervisor. QUALIFICATIONS/REQUIREMENTS:-Bachelor's or Master's degree in environmental health, environmental, physical, natural, or biological science or equivalent with at least 30 hours in physical or natural science, public or environmental health required-Five years of experience in an environmental health field required-One year of supervisory experience required-Valid Oklahoma driver license required-Three years as a Registered Professional Sanitarian and/or Registered Environmental Specialist certification required SKILLS AND ABILITIES:-Skill in communicating with persons of diverse backgrounds both orally and in writing using tact and diplomacy-Knowledge of work section-specific regulations and inspection methodology-Ability and willingness to use a personal computer and required software-Ability and willingness to maintain confidentiality-Ability and willingness to develop and maintain effective working relationships-Ability and willingness to follow safe working practices and procedures-Ability and willingness to follow established policies and procedures-Ability and willingness to assume responsibility for work product WORKING CONDITIONS:-Primarily indoors in climate-controlled environment, however, may be required to work out of doors in all kinds of weather during emergency or exercise situation-No smoking or use of non-smoking tobacco products is allowed at anytime while conducting agency business or in agency vehicles-No use of cell phones or the use of electronic wireless communications devices used to write, send or read a text-based communication while driving a motor vehicle on agency business-May be required to deal with hostile persons-May be occasionally exposed to toxic/caustic chemicals, aerosols, hazardous materials or emissions, or infectious agents when performing inspections or special projects-May occasionally be subject to walking over rough terrain-May be required to wear protective equipment weighing up to 100 pounds-OSHA category: performs tasks that involve no exposure to blood, body fluids, or tissues PHYSICAL REQUIREMENTS:-Arm/hand steadiness and digital dexterity enough to operate a keyboard and testing equipment-Vision enough to read hand- or machine-generated documents, journal articles and daily reports, as well as print on a computer monitor-Speech and hearing enough to communicate with others, both via telephone and face-to-face-Flexibility and coordination enough to operate a motor vehicle-Flexibility and coordination enough to bend, stoop, stand, walk and to crawl to perform tasks such as walking over uneven terrain or reaching over or around equipment/machinery-Strength enough to lift and carry objects weighing 35 pounds such as testing equipment WORKING RELATIONSHIPS:This position requires frequent contact other employees to exchange information. Frequent external contact with local, state and county officials at all levels, clients, and various private owners and operators to exchange information and/or provide technical assistance. SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY:The employee is under the supervision of the Division Manager with work product subject to review. The incumbent has supervisory responsibilities for the Food Safety & Environmental Health Program. This position is directly accountable for budget, money, and materials for the operation of the program, and the incumbent makes recommendations which result in the expenditure of significant funds.
