Join our team of professionals in a challenging and rewarding position as a Property Assessment Specialist (PAS) or PAS-Journey (PAS-JRNY) for the Wisconsin Department of Revenue's (DOR), State and Local Finance Division (SLF). As a PAS or PAS-JRNY, you will perform appraisals and assessments on diverse property types across the state and have the opportunity to work with a range of people, including local government officials, taxpayers, municipalities, professional assessment and appraisal organizations. Position Summary
EQ positions are responsible for the annual establishment of equalized values for each taxation district in the state and improving the administration of assessment and equalization processes. Some duties include:
- Conducting statistical analysis of real estate market data to determine market value changes
- Analyzing and verify real estate sales
- Appraising properties using sales, cost, and income information
- Assisting local units of government and taxpayers with assessment questions

M&U positions are responsible for field audit, assessment, and appraisal/valuation work. Some duties include:
- Completing listing and assessments for manufacturing and telecommunication properties
- Conducting site visits for valuation, sales verification and validation, classification determinations, and exemption determinations
- Investigating analyzing, and preparing written reports for appeals

Salary Information
Starting salary for the PAS (pay range 07-04) is $28.00 to $30.50 hourly and for PAS-JRNY (pay range 07-03) is $30.80 to $33.50 hourly, depending on qualifications. Pay for current state employees will be based on the rules of the State of Wisconsin Compensation Plan. A 12-month probationary period may be required. Flexible work schedules are available, as well as part-time remote work options (after three months of employment).
Job Details
The department will conduct background, fingerprint, and tax compliance checks on all finalists. Applicants must be eligible to work in the United States. The Department of Revenue does not sponsor work or student visas, either at time of hire or at any later time. DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.
PAS - Must attain a Wisconsin Assessor Certification at the Assessor II level within six months of initial appointment into one of the PAS classifications. PAS-JRNY Must possess a Wisconsin Assessor Certification at the Assessor II level at the time of appointment. Remote/Telework up to 60%. Note: Up to two days/week allowed after the first three months of employment based on performance and workload needs; up to 60% after six months of employment based on performance and workload needs. When teleworking is allowed, must report to the assigned district office on in-office days.
Qualifications
These positions will be filled at either the Entry level (PAS) or Journey level (PAS-JRNY) depending on the qualifications of the selected candidate. Please address the following in your Letter of Qualifications and resume. Minimally qualified candidates will have experience with each of the following:
- Experience using common computer-based skills (ex: MS Outlook, Excel, Word or equivalent).
- Experience using math skills (ex: general arithmetic, basic statistical formulas, area calculations).
- Experience with general real estate principles (ex: property taxes, property valuation supply and demand, legal descriptions, and property rights).
Well qualified candidates will have the above plus the following:
- Experience inspecting properties and collecting data used in property appraisal.
- Experience conducting property assessments.
- Experience with real estate appraisal.
- WI Assessor Certification Assessor II level.
