About the Job
The County of Riverside's Executive Office (EO) has openings for Associate / Management / Senior / Principal Management Analysts to become a member of either the Budget, Finance, and/or Policy team.
The Budget team responsibilities will include: assisting in the preparation of the County's $7.5 billion budget, quarterly reporting, strategic financial plan, and capital improvement plan.
The Finance team responsibilities will include: participation in the County's debt administration, annual issuance, bond-related activities such as tracking and reporting on outstanding obligations, continuing disclosure, trust fund management and financial analysis, financial and investment audits, investor relations, and, assisting with development of the County's annual pension report.
The Policy team responsibilities will include: policy/program development and financial analysis across constituent facing departments. Duties may include, review and approval of department requests, including Board agenda items and other department requests. The most competitive candidate will be a results-oriented individual that can identify, analyze, develop, and implement solutions for the County's most complex fiscal and operational issues.
The selection of the Analyst classification series will be based on the candidate's qualifications and years of experience. The positions will report directly to either the Director of Budget, Finance, or Director of Constituent Services, and work closely with other EO Analysts and staff. Placement within the salary range will be based upon the selected candidate's experience.

The County Executive Office's mission is to support and implement board policies and priorities, provide organizational direction and leadership, and foster efficient and effective management of the county workforce and activities.
EXAMPLES OF ESSENTIAL DUTIES
• Prepare a variety of comprehensive (county and state) financial, fiscal, compliance and management reports and correspondence.
• Participate in, and respond to, annual audits by the County Auditor-Controller, California State Controller, State of California Department of Finance, and, external auditors.
•Participate in the budget development process and track departmental budgetary performance; proactively identify deviations from approved budgets and recommend corrective measures.
• Execute portfolio-level risk management processes to include maintenance of a tracking mechanism, development of mitigation and contingency plans, and regular reporting and review with supervisor.
•Liaise with department leaders, other public agencies, employees and members of the public to document and analyze current operations and to implement techniques for managing the cost effectiveness and outcomes of programs and policies.
• Support and guide countywide objectives by facilitating multi-stakeholder collaboration, the resolution of complex administrative problems, and efforts to develop or revise operating and administrative policies to enable effectiveness, efficiency, and accountability.
• Prepare findings and develop evidence-based recommendations to support departmental coordination, increased operating efficiencies, and innovative approaches to achieving the County vision and strategic goals.
• Review performance data for accuracy and reasonableness and guide departments in articulating contributions to the County vision and strategic goals.
• Communicate County and departmental priorities, policies and procedures; perform special studies; represent the EO at meetings and conferences as needed.
• Promote knowledge sharing of key business processes to ensure continuity of service among EO staff and stakeholders.
• Other related duties as assigned.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from a recognized college or university in Business Administration) Economics, Mathematics, Public Administration, or field closely related to the assignment.
Experience:Two (2) to five (5) years full-time work experience performing financial analysis with a local, state or federal governmental agency or private sector. Possession of a Master's degree from a recognized college or university in Business Administration, Economics, Mathematics, Public Administration, or field closely related to the assignment may substitute for one year of the required experience.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS:
Core knowledge of accounting, budgeting, finance, and auditing practices; federal, state, and local laws, rules, and regulations influencing County financial operations.
Strong analytical skills and demonstrated ability to perform complex analysis, including modeling and forecasting utilizing Microsoft Excel, as well as other applications.
Ability to prepare and design complete, clear, concise and accurate written and oral reports for management.
Ability to work both independently and with other departmental personnel with a high degree of accuracy and attention to detail.
Ability to interface with all levels of County management and staff, as well maintain cooperative and effective working relationships.
Ability to develop and implement new methods and procedures, identifying a more efficient and effective way to do business.
Ability to meet deadlines and at certain times, work under pressure.
Ability to conduct research by gathering data from various sources such as the internet, trade publications and other governmental agencies.
Proficient inMicrosoft Office products, including advanced knowledge of Excel, Word and PowerPoint.
Knowledge of PeopleSoft Financials desirable.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
