The Associate Project Director, Clinical Quality Measurement plans and executes specific, designated performance measure research and development projects--or components thereof--to enhance the Joint Commission’s ability to assess and improve the quality of health care. Note: This role has project management responsibility and no direct reports. People and other resources are managed indirectly as part of cross-functional team delegation required to complete the project.
This is a hybrid position requiring a minimum of 2 days each week in the Oakbrook Terrace office.
Responsibilities:- Independently manages project work to ensure that project milestones are met. Ensures the quality and integrity of project deliverables. (65%)
- Leads projects or initiatives, or components thereof, that involve researching, developing, and/or maintaining chart-abstracted or electronic clinical quality measures.
- Defines project goals and activities and develops work plans.
- Defines project parameters and specifications and organizes related staff resources.
- Formulates creative and innovative approaches to accomplishing project objectives.
- Manages daily operations related to projects which are often very large and complex.
- Monitors current projects to ensure that they are conducted in a highly professional manner.
- Acts independently and pro-actively to manage and resolve project-related problems as they arise.
- Leads projects or initiatives, or components thereof, that involve researching, developing, and/or maintaining chart-abstracted or electronic clinical quality measures.
- Provides professional/technical guidance and consultation in areas of expertise. (20%).
- Collaborates with other staff in the development of electronic performance measures, providing the clinical guidance for modeling measure concepts using available electronic information models, value sets in standard vocabularies, and articulation criteria and logical scenarios for inclusion/exclusion in measure populations.
- Serves as a content expert to the Division of Healthcare Quality Evaluation and other divisions within the Joint Commission, as well as to external national groups.
- Develops and maintains sufficient understanding of electronic health information technology-related standards, information models, and standard terminologies to contribute to the design of electronic specifications.
- Represents the division in a broad variety of internal cross-divisional activities.
- Engages with experts in defined clinically or technically focused topic areas. (10%)
- Conducts research to identify the evidence base supporting clinical performance measures and the development of clinical and technical implementation specifications.
- Conducts public communication and sensing sessions related to proposed measure development.
- Designs and implements data collection instruments; analyzes data collected to inform project activities.
- Establishes and convenes clinical expert technical advisory panels.
- Participates in preparing and presenting project presentations to senior management, advisory bodies, and other constituents. (5%)
- Assists with the dissemination of measurement and research findings through presentation at national advisory groups, conferences, and publications.
- Registered Nurse (RN), (Orthopedic experience preferred) with the level of knowledge equivalent to that ordinarily acquired through the completion of at least a master’s degree. Certified Professional in Healthcare Quality (CPHQ) desirable.
- Five to seven years of healthcare experience including five or more years of clinical experience with emphasis on chronic care, quality improvement, risk management, and collecting and analyzing data from health information systems.
- Ability to lead multiple complex projects involving a wide range of individuals, groups, and/or committees.
- Strong analytic abilities. Experience leading the design of data collection and reporting systems and in interpreting and communicating results.
- Effective interpersonal skills to interact with individuals at various levels both inside and outside of the organization, often in sensitive situations requiring political awareness. Ability to communicate with parties within and outside of own area to ensure that tasks and activities are understood and implemented. Ability to shift mindset and communication style to adapt to the project role (i.e., lead versus team member).
- Displays a strong commitment to superior quality. Takes responsibility for written deliverables to ensure high quality final products. Alters writing style to appeal to various audiences as needed. Willingness to seek and respond positively to editorial input and ability to deliver constructive feedback to others.
