BIOLOGIST DCL-B
The successful applicant for this position will serve as the advisor to the Office of Wildlife Administration on matters concerning agency budget including preparing fiscal year budgets, tracking expenditures, and monitoring areas of concern. This position will also serve as coordinator of Wildlife Restoration funding and ensure compliance with federal rules and regulation in order to maintain funding eligibility. The incumbent will also be responsible for managing the contracts and third party agreements program, streamlining administrative operations logistics, and implementation of policies and procedures necessary to achieve the goals and mission of the agency.Statewide travel with overnight stay is required.
Supplemental Qualification:
Five years of professional level experience in fisheries management or wildlife management, one year at or above the advanced level with experience in either grants management, project evaluation, or permitting of various activities.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree in a biological science, marine science, environmental science, wildlife or fisheries management, animal science, forestry, natural resources, or conservation followed by six years of professional experience in wildlife or fisheries research, management or conservation; forestry; or in environmental science.
SUBSTITUTIONS:
Graduate training in qualifying fields may be substituted for up to one year of the required experience on the basis of thirty semester hours for one year of experience.
A non-thesis master's degree in qualifying fields will substitute for one year of the required experience.
A master's degree with completed thesis in qualifying fields will substitute for two years of the required experience.
A Ph.D. in qualifying fields will substitute for two years of the required experience.
NOTE:
Examples of non-qualifying degrees are science education (of any discipline), geology, geography, nuclear science and agribusiness.
NOTE: Any college hours or degree must be from an accredited college or university.

Ability to act as the top-level expert for the state in a specific area of Biological science or conservation.
Develops and coordinates technical programs within the Department of Wildlife and Fisheries.
Represents the department on behalf of the Governor or Secretary on national advisory committees, commissions, task forces, or foundations.
Acts as technical expert for the department in reviewing court documents, expert testimony, and technical evidence submitted to support court proceedings.
Directs and manages a major, complex biological or biological management or research program encompassing multiple species and geographic areas.
Acts as a high level scientific and technical advisor to the Biologist Administrator regarding commercial or recreational trends, market conditions, habitat conditions, and animal population levels.
Supervises special projects and directs field activities providing and improving access for hunters, fishermen, trappers, and all public user groups to allow for better utilization of the state's natural resources.

Writes research proposals; designs, develops, and implements highly complex scientific research projects concerned with biological resource management recommendations.
Writes and proofreads technical and non technical articles, papers, news releases, and correspondence; testifies at federal and state courts and legislative hearings as to biological resources and management practices.
Directs the formulation of species management plans and provides direction and technical advice in the development of recommended changes in catch limits, harvest, or habitat management plans resulting from biological research projects.
Evaluates changes to biological populations that have resulted in a change of management practices on federal, state, and private lands and waters.
