JOB DESCRIPTION:
Performs intermediate professional work coordinating, developing, monitoring and analyzing budgetary and policy matters. Assists with financial and technical research, variance analysis, departmental budget review, budget amendment requests, revenue and expenditure monitoring, and assists with determining financial impacts. Maintains files and records, prepares reports, and related work as apparent or assigned. Work is performed under the general direction of the Budget Manager.
The ideal candidate will be a highly organized, detail-oriented individual with strong communication and customer service skills; will excel at multitasking and perform intermediate professional budget analyses in support of the City and possess the knowledge to complete forecasting and budgeting of capital projects. The candidate will be able to assist with analyzing fiscal, budget, and debt data and formulate recommendations to provide management with information for effective decision-making and planning. The ideal candidate for this position will be an experienced professional who has a strong work ethic and must be able to handle a fast-paced work environment, the ability to work independently, and demonstrate strong interpersonal skills and resiliency.
MINIMUM QUALIFICATIONS:
Bachelor's degree with coursework in accounting, finance, business, or related field and moderate experience in financial analysis, budgeting, bookkeeping, and/or accounting, or equivalent combination of education and experience.
SPECIAL REQUIREMENTS:
National Incident Management Systems (NIMS) training based on assignment. Must meet and maintain all training and education requirements for the position. Valid Driver License of appropriate class.
ESSENTIAL FUNCTIONS:

Assists the Budget Manager, Administrative Services Director, and City leadership in the development of the annual budget including the operating budget and Capital Improvement Plan (CIP); reviews budget submissions and works with departments to make changes and corrections.
Assists in the collection and development of financial data required by City leaders to make informed business decisions. Assists with the completion of operational reviews designed to identify efficiencies, improve processes, and maximize City resources.
Assists with balancing the annual budget and creating the annual budget document for submission to the Government Finance Officers Association.
Reviews and processes budget transfer requests and budget amendments.
Assists with department budget submissions compared to available resources, detailed program or department budget analysis; provides summaries and estimates of financial impact of management decisions in the fiscal year.
Performs monthly revenue and expenditure monitoring and variance reporting to departments and management.
Reviews, prepares, and maintains various financial reports and records.
Researches and answers financial/budget questions.
Assists with meeting all budgetary legal requirements as required by Arizona Revised Statutes for property taxes and budget adoption.
Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
Operates and maintains motor vehicles or other work-related equipment requiring a valid driver license.
KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of the functions and operations of municipal organizations; knowledge of the theories, principles, practices and techniques of municipal accounting, finance and budgeting; knowledge of the state laws and local ordinances applicable to budget preparation, approval and administration; knowledge of research techniques, methods and procedures.
Skill working with standard accounting software; ability to analyze and develop budget estimates; ability to conduct detailed research and prepare reports and findings.
Ability to operate a variety of accounting, office and data entry equipment; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to understand and apply governmental accounting practices in the maintenance of financial records; ability to type at a reasonable rate of speed; ability to communicate effectively in oral and written forms; ability to prepare financial records and reports; ability to establish and maintain effective working relationships with associates, department heads, public officials, vendors, and the general public.
PHYSICAL DEMANDS AND WORKING CONDITIONS:
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, speaking or hearing, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
