Budget Analyst II - Bellevue School District

POSITION OBJECTIVE:

The position of Budget Analyst II is for the purpose of facilitation, development, implementation, and monitoring of the budget for all funds, departments, and schools.

DUTIES & RESPONSIBILITIES: (These duties are a representative sample; position assignments may vary.)

• Leads complex financial analysis and takes a proactive role in monitoring large-scale district operations.
• Is responsible for conducting financial analysis at the district-wide level, contributing to long-term financial planning, and advising on fiscal policies.
• Leads in district-wide budget development and preparation.
• Audits submitted data and resolves discrepancies; summarizes and prepares department and school budgets.
• Ensures that budget practices follow applicable school district and state rules, regulations, and laws.
• Communicates complex financial reports to senior leadership and provides recommendations based on advanced budget projections.
• Partners with budget owners, schools, and departments regarding budget planning, procedures, analysis, and reconciliations to ensure accuracy and compliance.
• Analyzes and communicates with budget owners on a continuous basis regarding budget to actual trends and expenditures, as well as providing support for future budget planning.
• Remains informed of changes in accounting, budgeting, and district procedures; ensures such changes are reflected in the state budget document and in business office practices.
• Performs analyses for forecasting and projecting expenditures, appropriations, and revenue; prepares special budget and statistical analyses.
• Analyzes budget reports on an ongoing basis; monitors actual expenditures and revenues in relation to district budget.
• Maintains the general ledger account codes for all funds. Maintains the position codes for the district.
• Reviews and prepares journal entries and budget adjustments.
• Develops high-level financial models for district-wide strategic initiatives.
• Performs analyses of district operation costs and revenues in relation to the district’s strategic plan.
• Monitors staff levels and analyzes labor costs in collaboration with human resources staff. Develops financial models for position budgeting and provides budget approval for positions hired throughout the year.
• Responds to state auditor's questions in relation to budget.
• Provides clear and timely notification to the budget owner of any changes in expenditures that impact budget projections, with a focus on any potential overspending.
• Assists in maintaining models for bonds, levies, capital project, and debt service funds.
• Serves as a member of the financial team of the district; performs related duties consistent with the scope and intent of the position.
• Provides guidance and direction to Budget Analyst I position(s).
• Performs other job-related duties as assigned.

REPORTING RELATIONSHIPS:

• Reports directly to and is supervised by Budget Director.

EDUCATION & EXPERIENCE (positions in this class typically require):

Required:
• Bachelor’s degree in business administration with emphasis in finance or accounting, or related analytical field.
• Prior budgeting analysis experience in a large, complex organization.

Preferred:
• 8 years of experience in financial analysis, with demonstrated expertise in K-12 financial systems and strategic budgeting
• Experience with school finance in the state of Washington.

Allowable Substitutions:
• Experience in accounting and budgeting for a large and complex organization may substitute for the educational requirement on a year-for-year basis.

LICENSING REQUIREMENTS (positions in this class typically require):

• None

KNOWLEDGE (position requirements at entry):

• Knowledge of general accounting practices and procedures.
• Knowledge of WA OSPI Accounting Manual.
• Knowledge of computer operation and ability to learn specific software programs.
• Knowledge of school finance.

SKILLS (position requirements at entry):

• Expert-level proficiency in SQL, Excel, and financial modeling with advanced functions such as Power Query, PowerBI, or complex pivot tables.
• Requires a high level of proficiency in financial analysis, budgeting, and forecasting.
• Organization skills and the ability to collaborate with others.

PHYSICAL REQUIREMENTS:

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Incumbents may be subjected to moving mechanical parts, odors, chemicals, extreme temperatures, inadequate lighting, workspace restrictions, and intense noises.

CONDITIONS OF EMPLOYMENT:

CTSA Grade 6 ($ 95,477 to $ 105,204 annual salary), starting at $ 95,477. 40 hours per week, for a 261-day annual assignment. Medical, dental, vision, long-term disability, and life-insurance eligibility is based upon 630 hours worked within a school year. Retirement provided through Washington State Department of Retirement Systems. Other benefits include vacation and paid holidays.
