Daily tasks will include:
Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.
Expert 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Daily tasks will include:
- Work with Agency/Business Users to develop/document new business strategies and models.
- Support and align efforts to meet customer and business needs
- Manage customer relationships and expectations by developing a communication process to keep others up-to-date on project results
- Utilize formal and informal written communication methods (eg: emails, newsletters, PowerPoint presentations, etc.) to communicate updates and findings.
- Facilitate project meetings and presentations to diverse audiences.
- Collaborate with team members and peers by articulating ideas and viewpoints driving the resolution of issues.
- Identify, create and facilitate process design changes by conducting business and systems process analysis and design at a complex level.
- Provide and support the implementation of business solutions by building relationships and partnerships with key stakeholders; identifying business needs; determining and carrying out necessary processes and practices; monitoring progress and results; recognizing and capitalizing on improvement opportunities; and adapting to competing demands, organizational changes and new responsibilities
- Provide project level analysis producing required project analysis documentation (business requirements, scope matrix, use cases, sequence diagrams, future state proposals, UAT plan)
- Collaborate closely with developers to implement the requirements, provide necessary guidance to testers during QA/QC process
- Identify improvement opportunities (proactive and reactive)
- Elicit and clearly document business and systems requirements
- Assess business process and system inefficiencies
- Identify ways to increase adoption and customer satisfaction
- Analyze and synthesize business requirements, including recognizing patterns and conceptualizing processes
- Understand and negotiate needs and expectations of multiple stakeholders
- Serve as a liaison between Business, Vendors and ITS to assist or gather business requirements needed for system modifications, enhancement and implementations
- Assist with development and execution of test plans
- Support system conversions, upgrades, enhancements
- Develop Business Cases: gather, document and obtain sign-off on business requirements; work with ITS technical team resources to identify proposed technical solutions to meet the business requirements while aligning with ITS Technical and Security Policies; and, organize the analysis of information about costs/benefits, advantages/ disadvantages, and technical feasibility of designing and implementing proposed solutions.

- 84 months experience working as a Business Analyst with agencies/business areas to understand business requirements to produce functional and non-functional specifications according to Project Management Industry standards and Secure System Development Lifecyle (SSDLC).
- 84 months experience developing Business Case documents: Gather, organize, analyze, and quantify data about customer needs and requirements, costs/benefits, advantages/disadvantages, technical feasibility of implementing new or changed business solutions, and comparisons of technical solutions. Translate customer input into information that can be used to make decisions and support the technical solution
- 72 months experience working as a Business Analyst on complex projects in a fast-paced environment wherein the team comprises a variety of Stakeholders including Senior Business and IT Management, Business Subject Matter Experts, Vendors and IT resources to understand and negotiate needs and expectations across all.
- 72 months experience in business process modeling for improving business and systems operations in turn identifying innovative ways to increase customer satisfaction. This includes the ability to analyze and synthesize business requirements, including recognizing patterns and conceptualizing processes.
- 60 months experience in data analysis and modeling for on-line transactional processing systems, data warehouses, and/or data transformation using tools such as Oracle Data Modeler.
- 48 months experience in proficiency with MS Office (Word, Excel, Powerpoint) as well as MS Visio
- Bachelor's degree in business, accounting, IT or any related field.
