Position Summary: This position is responsible for the procurement of goods and services in direct support our vast, 63-acre facility. Significant heavy manufacturing takes place both in several fab shops, as well as on the waterfront. The successful candidate will support the 1,000 working men and women on our waterfront by being the primary contact between suppliers and internal customers; managing supplier performance, flow of material to yard, request for quotes, purchase order placement, expedite deliveries and correct receipt discrepancies; promptly communicating any material shortages, late deliveries or non-conformances; spearheading solutions to mitigate disruption to the production schedule; and understanding and maintaining the ERP system to provide accurate information to all departments.
Detailed Description:
* Manage Supplier Performance.
* Execute the procurement of goods and services.
* Communicate parts availability to internal customers.
* Responsible for tactical goals, metrics, and reports.
* Create purchase orders to meet in yard dates.
* Resolve receiving discrepancies with the shipyard and supplier.
* Expediting -- Contact suppliers to determine delivery status and communicate appropriately internally.
* Develop cost savings plans.
* Enter and maintain pricing, supplier database, orders in the ERP system.
* Create and administer progress payment process.
* Execute and monitor RFQ's to the supply base and assist in analyzing the results.
* Participate in meetings with Operations, Program Management, and Facilities Management.
* Analyze and interpret industry conditions which may have an effect on design, lead time and cost.
* Provide guidance and feedback to other functional departments to improve processes/procedures.
* Work with Warehouse Personnel on receiving/inventory discrepancies, shippers, procurement inspection reports, order quantities, and packaging requirements.
* Obtain approval signatures & material status reports from Program Managers.
* Provide parts & scheduling information to the Planning department.
* Discuss significant production shortages with the Project Manager, Production, and Purchasing.
* Communicate with Engineering on technical assistance and clarity of material specifications.
* Communicate with Production on material ordering/expediting, and any shortage to the production schedule.
* Communicate with Finance on invoice reconciliations.
* Communicate with material ordering, expediting, RFQ's, supplier performance and receiving discrepancies.
* Ability and willingness to engage in highly energetic pursuits on the waterfront.

Minimum Qualifications:
* Bachelor's degree or equivalent experience
* Proficient in Microsoft Office and MRP / ERP system
* Knowledge of standard purchasing procedures and practices
Desired Qualifications:
* Prior shipyard or marine experience
* 8 years of advanced experience or commensurate education
* Project based production experience
* Lean Manufacturing Principles, Process Improvement experience
