The Hanover County Department of Public Works (DPW) is seeking a highly motivated Capital Project Specialist to join our Transportation team. General Description:
Under general supervision and direction, this position manages all activities associated with the development and delivery of a wide range of highway transportation improvement projects. Incumbents independently manage projects according to project schedules, budgets and local, state and federal policy and regulation, from initiation of project design, utilizing consultant services, through their completion. Responsibilities include oversight of right-of-way acquisition and significant interaction with the public.
Organization:
The Capital Project Specialist reports directly to the Traffic Engineer in the Department of Public Works.

Knowledge, Skills, and Abilities:
Education, Experience and Training:
Bachelor’s or advanced degree in civil engineering, construction management or related field required with at least one (1) year of public and/or private sector management in architectural/engineering design or construction – OR – any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities necessary to be successful in the position. EIT or PE is preferred but not required.

- Manages the development and delivery for assigned highway transportation improvement projects.
- Coordinates with engineers, contractors and specialists pursuant to the development and delivery of CIP projects.
- Coordinates with various local, state and federal agencies.
- Prepares reports and presentations.
- Interacts with the public including leading citizen information meetings and public hearings.
- Manages project budgets and processes invoices for payment and reimbursement.
- Assists the Traffic Engineer as needed.

Knowledge, Skills, and Abilities:
- Possess strong project management skills and leadership qualities.
- Possess technical knowledge ideally in the field of highway transportation or related field and be able to assess and understand technical and analytical reports and highway construction plans.
- Be dependable and customer-service focused.
- Be proficient in the use of computers and computer software including Microsoft Office, Bluebeam, and GIS applications.
- Possess excellent communication (written & verbal), presentation, and public speaking skills.
- Be able to reason and solve problems in a collaborative manner.
- Be able to manage multiple time-sensitive tasks.
- Adhere to a strong code of ethics.
Education, Experience and Training:

- Criminal records check, including fingerprinting
- Valid Commonwealth of Virginia Driver’s License
- Twelve-month probationary period
- Occasional work beyond normal work schedule including overnight travel
