The incumbent provides Utility Commodity and CE Process analysis IAW government guidance.

Responsibilities:Essential Duties & Job Functions:
- Provide support to all activities associated with the purchase of utilities (electricity, natural gas, water, wastewater, chilled water, reuse-water, etc.) serving the installation and its GSUs.
- Receive and process utility consumption billings each month.
- Track and verify consumption and cost associated with each utility and comply with service and cost contractual agreements or memorandums with the Government.
- Calculate, verify, and distribute all utility reimbursable rates to customers NLT December 1 each year or 30 days prior to rates taking effect.
- Perform utility contract reviews and assessments with Base Energy Manager and report any discrepancies or proposed rate increases to BCE and HHQs.
- Coordinate with the Base Energy Manager to provide technical information to the Government for development of new or existing contract agreements to support utility and energy service requirements.
- Coordinate with O&M to accurately read all metered AF facilities and record data into the government database, monthly.
- Coordinate repair of defective base owned meters and work with utility providers to repair defective utility owned meters promptly.
- Verify that each utility provider calibrates meters according to industry guidelines and maintain a log of all calibrations.
- Establish a means of estimating energy consumption and address billing errors during periods of meter disruption. This may require coordination with the Base Energy Manager.
- Verify and validate utility bills and reimbursable accounts monthly.

- Input validated utility bill data into government systems as required by HHQs.
- Separate input data by direct and reimbursable costs for all billed installation codes associated with the controlling installation.
- Generate, manage, and analyze reports from data gathered to aid in energy management programs and statistical and historical analysis of consumption and cost to provide technical assistance in budgetary analysis and distribution.
- Provide assistance as necessary to other sections utility requirements for potential expansion and renovation of installation infrastructure.
- Coordinate with the Base Energy Manager to provide technical information for energy, utility vulnerability and security assessments, as required. This includes support for local presentations and the annual reports to Congress (via AFCEC).
- Provide support as required to address all vulnerability and security assessments and issues on installations with privatized utilities in conjunction with the privatization contractor.
- Provide support as required for the renewal of utility contracts.
- Completes all billing of reimbursable commodities to the RA, by the fifteenth (15th) of the month.
- Coordinate with the Base Energy Manager to provide an Annual Utility Contract Review for Electric Service, Gas Service, and Water/Sewage Service to HHQs, annually.
- Provide Utility Sales Annual Review to HHQs, February of each year for the preceding FY and Monthly Utility Report to HHQs, monthly (15 days after receipt of final monthly utility invoice or month-end report).
- Provide Utility Sales Rates Calculations, upon request, annually.
- Coordinate with Tenants/Customers regarding rates, consumption, possible leaks, billing concerns.
- Provide ad hoc utilities reports to tenants as required.
- Support the Installation Energy Plan and regularly provide base populace awareness of Energy conservation concerns.
- As required, monitor currency of and changes to governing documents, submit metrics, respond to data calls, develop reports/presentations, and undergo regular compliance inspections.
- Be mindful of and recommend process improvement opportunities.
- Document any corrective/preventive actions.
- Use judgement and initiative to determine approach of action to take in non-routine situations.
- Other duties as performed.
Mandatory:
- Bachelor's Degree.
- U.S. Citizenship.
- Seven (7) years of relevant work experience.
- Possess and maintain a valid driver’s license required.
- Ability to acquire and maintain government identification/common access card.
- Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
- Ability to successfully pass any background checks and/or drug testing required on the contract.
- Must be able to read, write and speak English.
- Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
