SUMMARY

Across California, state and local health departments, health clinics, and community-based organizations are implementing COVID-19 guidelines for testing, contact tracing, vaccinations, and other essential public health services during the pandemic. To ensure the prioritization of eligible and underserved populations for COVID-19 services, Heluna Health (HH) is partnering with the California Department of Public Health’s (CDPH’s) Office of Health Equity (OHE) to staff a COVID-19 Equity Program Analyst to assist with equitable COVID-19 response and recovery strategies in ways that consider the unique needs of the diverse communities of California.

Under the general direction of the COVID-19 Community Inclusion and Partnerships (CIPS) Manager within the Advancing Community Equity Branch in the Office of Health Equity, the Program Analyst provides programmatic and fiscal analysis support for the CIPS team who is ensuring that the local COVID-19 pandemic response and recovery addresses health equity and serves to improve equitable health outcomes for historically underserved or marginalized communities. The Program Analyst will operate with a high degree of independence and initiative in performing tasks.

The salary range for this position is $66,560.00 to $75,000.00 annually depending on experience/qualifications. 

This is a temporary, grant-funded, full-time, benefitted position. This position is expected to last through June 30, 2025 and may be extended should funding become available.

This is currently a remote position with the possibility of occasional in-person work at the California Department of Public Health (CDPH) Richmond or Sacramento office. This position may be required to travel up to 5%.

ESSENTIAL FUNCTIONS

•  (35%) Provides support, technical assistance, and quality assurance on COVID-19 program and fiscal monitoring/tracking. Monitors programmatic spending and develops and maintains tracking mechanisms to support the work of the CIPS team. Ensures financial recordkeeping procedures are followed and that information is up to date and accurate by working with contract managers who oversee contracts and grants. Provides financial reports and highlights any shortfalls, gaps, and/or deficiencies, and outlines remedies to resolve them. Liaises with the OHE Business Operations Branch and Equitable Recovery Section, when necessary to rectify concerns. Advises the immediate supervisor of any budget or compliance issues pertaining to the funding source.
• (30%) Develops and oversees project management and reporting systems for COVID-19 CIPS team activities, objectives, timelines, and evaluation to assure that programmatic and departmental objectives are achieved. Coordinates and tracks program and administrative activities and processes. Facilitates system and process development for more effective use of data and technology. Responds, and coordinates responses of others, to drills and assignments.
• (20%) Under supervision of the CIPS Manager, coordinates internal and external meetings, webinars, trainings, and conferences, including preparing agendas, taking and distributing minutes, and recruiting and preparing speakers. Provides administrative support through filing, scheduling, and preparing correspondence for the Section. Supports development of state and local partnerships to mobilize community efforts that address COVID-19 equity-related efforts. Participates in departmental efforts focused on opportunities for alignment and collaboration.
• (10%) Assists in hiring coordination of contract staff and supports staff onboarding.
• (5%) Performs other support duties as needed.

JOB QUALIFICATIONS 

• At least one year of professional analytical experience performing duties in one or a combination of the following or closely related areas: fiscal tracking, administrative support, or project management.
• Strong computer skills including Microsoft Word, Excel, PowerPoint, and/or similar programs. (Familiarity with SharePoint and Teams preferred, but not required.)
• Experience planning and facilitating multidisciplinary meetings with both colleagues and community stakeholders.
• Solid interpersonal communication skills to include verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills. 

Education/Experience 

• Bachelor’s degree with a major in a related field, OR an equivalent of two years of specialized qualifying work experience, required.
• One year of experience in analysis or operations, required.
• Education and work experience in the fields of public health and public administration, preferred.

Other Skills, Knowledge, and Abilities 

• Experience working with grants and monitoring program activities, especially those relevant to health, social justice, and/or health equity.
• Ability to communicate with key partners within CDPH, state and local governments, community-based organizations, stakeholders, and participants, including non-traditional partners.
• Demonstrated knowledge of and experience working with underserved or marginalized populations.
• Demonstrated administrative skills and experience.
• Knowledge of community-based organizations, local health departments, and service providers.
• Excellent written and oral communication skills.
• Ability to prioritize and simultaneously manage multiple complex projects.
• Ability to utilize the most effective communication methods and establish relationships with community partners at the local, state, and federal levels.
• Commitment to developing and maintaining an up-to-date and extensive knowledge base related to public health and health equity.
• Knowledge and experience of the broader equity landscape including state and community resources, equity tools, and other resources to address underserved communities.
