The Division of Campus Community Safety (DCCS) unifies front-line public safety units across the University for a holistic approach to campus community safety, innovation in approaches, and clarity in leadership responsibility and accountability. Key units include UW Emergency Management, SafeCampus, the Seattle Campus UW Police Department (UWPD), and a new Campus Crisis Response Team. Division staff work daily in partnership with units across and outside the UW system to create safer campus environments, prepare for potential natural or human-made disasters, and respond appropriately to incidents.
The University of Washington's Seattle Campus is proud to introduce the **Campus Crisis Response Team (CCRT)** , a new initiative developed by the Division and campus partners. This specialized team is comprised of mental health care professionals who will serve as first responders or co-responders to UW students, faculty and staff experiencing an acute mental health crisis. The CCRT will provide timely response and in-person intervention, crisis management, de-escalation and referral using culturally informed practices at all levels. Key campus partners include UW Housing & Food Services, SafeCampus, the UW Counseling Center, Husky Health, UWPD, and UW Medicine.
We have an outstanding opportunity for a **Crisis Response Team Program Manager** .
Reporting to the Vice President of Campus Community Safety, the CCRT Program Manager will lead the development, implementation, and ongoing management of the CCRT Program. Initial key responsibilities will include developing comprehensive protocols, policies and procedures for CCRT operations, creating team job descriptions and leading the recruitment and hiring process of three (3) Crisis Responders, establishing relationships with key campus partners and community resources, developing and implementing systems for screening, dispatch, intervention, and follow-up, and creating processes for data collection, documentation, and program evaluation. This role will evolve over time, initially focusing on program establishment and then transitioning to program oversight and active participation in crisis response and interventions as a senior team member.
This multifaceted role allows the manager to be instrumental in shaping and implementing this new initiative, combining strategic planning with direct involvement in day-to-day operations. Through these diverse responsibilities, the CCRT Program Manager will be at the forefront of establishing and maintaining the CCRT as a vital resource for campus safety and mental health support.
The CCRT Program Manager is a complex and multifaceted position that requires a unique blend of administrative acumen and clinical expertise. This role demands the ability to balance strategic planning with in-person crisis intervention, necessitating strong leadership skills in high-pressure situations.
Additionally, this role will work collaboratively with various campus departments to determine scope of responses, develop, and implement comprehensive CCRT policies and protocols, and establish systems for documenting interventions.
The successful candidate must have exceptional interpersonal skills and the ability to navigate diverse institutional cultures; excel in team building, recruiting and managing a group of qualified mental health professionals; ensure adherence to federal, state, and local regulations; maintain appropriate boundaries and confidentiality in all aspects of their work; demonstrate a strong commitment to cultural competence and inclusivity, ensuring that the CCRT is equipped to serve a diverse university population effectively, and must be adaptable and have the foresight to address evolving campus needs and incorporate new approaches in mental health crisis response.
The CCRT Program Manager holds a pivotal role with far-reaching impact within the University. As existing programs do not fully address the unique challenges faced by students, faculty, and staff, developing an effective CCRT is a new and critical effort at supporting students, staff and faculty on the University of Washington Seattle Campus.
This position will be responsible for creating comprehensive protocols, hiring and managing staff, fostering interdepartmental collaboration, and ensuring culturally informed crisis intervention, including case management and connections with support resources. This work will not only enhance the university's immediate response to mental health emergencies but also contribute to long-term improvements in student and employee retention, academic and workplace performance, and overall campus life. By coordinating with existing services and developing strong partnerships, this role will establish the CCRT as an essential component of the University's support network.
**Duties & Responsibilities:**
Program Development and Implementation (50% initially, 20% at establishment)
- Design and establish comprehensive protocols for the CCRT's operations.
- In partnership with the Director of Strategic and Crisis Communications, develop and implement a campus-wide communication strategy to introduce CCRT.
- Develop policies and procedures for crisis screening, dispatch, interventions, and follow-up.
- Develop CCR positions; create a timeline and lead hiring team members.
- Implement systems for documenting crisis interventions and outcomes.
- Collaborate with the Attorney General's Office on risk assessment and liability issues; ensure the program aligns with university policies and legal requirements.
- Develop and implement strategies to promote the CCRT's services across campus.
- Manage the CCRT budget and seek additional funding opportunities as needed.
- Collect and analyze both quantitative and qualitative data on program effectiveness; regularly assess the effectiveness of the CCRT's interventions and protocols.
Team & Crisis Response Leadership (20% initially, 50% at establishment)
- Coordinate and lead crisis interventions on the Seattle campus.
- Provide expert guidance in de-escalation techniques and mental health first aid.
- Ensure timely and appropriate responses to mental health emergencies and wellness checks.
- Recruit, hire, and supervise CCRT staff members.
- Coordinate the day-to-day operations of program services.
- Foster a supportive work environment to prevent burnout and promote staff retention.
- Conduct regular performance evaluations and provide constructive feedback.
Interdepartmental Collaboration (30%)
- Establish and maintain strong working relationships with key campus partners (e.g., UWPD, SafeCampus, Counseling Center, Housing & Food Services, Husky Health Center, UW Medicine)
- Build and maintain relationships with community mental health providers for seamless referrals.
- Participate in interdisciplinary team meetings to ensure coordinated care.
- Other duties as assigned.
Lead Responsibilities:
This position will oversee the Campus Crisis Response Team and be the primary contact on all aspects of the program.
Supervisory Responsibilities:
This position will supervise three (3) FTE Crisis Responders.
**Requirements include:**
- Master's degree in social work, psychology, counseling or a closely related field and 4-6 years of related work experience.
- Supervisory experience.
- Current license in psychology, social work, counseling, or related health care field; ability to become licensed in Washington state.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
**Desired:**
- Advanced degree - Masters, PhD, PsyD - in related field
- Experience working in higher education and/or experience working with university students.
- Knowledge of local mental health resources and community partners
- Demonstrated experience in program development and implementation.
- Commitment to multiculturally informed care models and experience working with a diverse community.
- Strong understanding of crisis intervention techniques and best practices
- Demonstrated ability to work collaboratively across departments and with diverse populations.
- Familiarity with relevant laws and regulations (e.g., HIPAA, FERPA)
- Excellent interpersonal and communication skills
- Strong analytical and problem-solving skills
- Proficiency in using database systems and data analysis tools.
- Knowledge and training in providing psychological assessment and psychotherapy services to patients.
- Experience working with underrepresented communities and individuals.
- Experience with developing, training, and managing support staff.
**Working Environmental Conditions:**
- Ability to work flexible hours, including evenings as needed for crisis response.
- Option for hybrid in-person/remote work schedule, subject to leadership approval.
