Code Enforcement Officer - Bannock County

part-time position, 5 months on, 1 month off, and less than 120 hours per month

Primary Function

The principal functions of an employee in this class are to ensure compliance with local codes and ordinances related to planning, development, and road and bridge regulations. The work is performed under the direct supervision of the Planning and Development Director with some duties being assigned by the Public Works Director. The principal duties of this class are performed in a general office environment and will include regular field work and site visits.

Essential Duties and Responsibilities

• Conduct regular and as-needed site visits to inspect properties for code compliance;
• Document observations and gather evidence of code violations;
• Write and issue code violation letters to property owners, clearly explaining the nature of the violation, required corrective actions, and deadlines for compliance;
• Issue infractions and citations in coordination with the Bannock County Sheriff's Office;
• Maintain accurate records of all letters, infractions, and citations issued;
• Respond to public inquiries and complaints regarding code enforcement issues;
• Provide information and guidance to property owners and the general public about code requirements and compliance;
• Maintain detailed and accurate records of inspections, violations, and enforcement actions;
• Collaborate with the Bannock County Prosecutor's Office to escalate violations that require legal action;
• Attend court proceedings as needed to provide testimony and support prosecution efforts;

Competency Requirements

Knowledge of:

• Local codes, ordinances, and regulations related to planning, development, and road and bridge maintenance;
• Conflict resolution methods.

Ability to:

• Conduct field inspections, which may involve walking on uneven terrain, climbing stairs, and exposure to various weather conditions;
• Interpret and apply applicable state, county, and local codes, ordinances, and regulations;
• Work independently and make sound decisions in the field;
• Tactfully explain guidelines, regulations, policies, enforcement code and ordinances;
• Maintain strict confidentiality and impartiality;
• Perform all work duties and activities in accordance with County and Department policies, procedures, and safety practices;
• Prioritize projects and review and schedule workloads to ensure efficient use of division staff and resources;
• Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties;
• Operate a motor vehicle;
• Perform time management and set project priorities;
• Communicate effectively and establish and maintain effective working relationships with other employees, the public, developers and builders, customers, applicants, property owners, and other interested and affected parties, including in stressful or adversarial situations;
• Demonstrate integrity, ingenuity, and inventiveness in the performance of assigned tasks.

Acceptable Experience and Training

• High school diploma or equivalent required; some college coursework in public administration, law enforcement, or a related field preferred;
• Previous experience in code enforcement, law enforcement, or related field is highly desirable;
• Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Special Qualifications

• Idaho driver's license is required.

• Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and to communicate effectively on the telephone and in person;
• Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, review and process documents and organize documents and informational material;
• Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate a personal computer, standard office equipment, and occasionally operate a motor vehicle;
• Sufficient personal mobility, flexibility, agility, physical reflexes and balance, with or without reasonable accommodation, which permits the employee to work in an office environment, lift/more up to 25 lbs. and to sit for long periods of time in front of a computer.
