We are seeking a Compliance Scheduling Specialist!
This specialist position is designed to manage the long term planning associated with compliance training for all Deck and Engine Officers, the position requires in-depth knowledge of training needed and logistics based on standards set out by CCL, Carnival Corporation, and flag states, as well as ensuring strategic planning for delivering training and development strategy through the vetting of courses. This position involves meeting compliance requirements and also identifies, implements, and improves business processes to meet regulations. The position is responsible for understanding current training strategies and using analytical prowess to help drive new strategy in coordination with the operational requirements.
The specialist will work with multiple stakeholders to help identify candidates to balance the operational needs of the ships and manning levels, with required training and individual team member’s specific scheduling demands, e.g., vacation. The position will be accountable both to ensure maximum occupancy of training courses based on the agreed calendar, and the “best fit” with operating requirements and individual. It requires the creation of reports and ensuring assessments related to mission training objectives are carried out successfully.
Essential Functions:
- Implements and maintains training scheduling processes and procedures to ensure business needs are met with maximum regard for business priorities, including but not limited to operational needs, compliance requirement, and programmatic needs. Works closely with the Manager, Marine Certification Compliance to develop process and procedures related to compliance training programs. Creates and organizes training systems procedural manuals and supporting documentation for training programs in accordance with departmental requirements.
- Creates and implements a long term development strategy to ensure shipboard team members strategically obtain the qualifications required for each vessel. Ensures the appropriate training is delivered within the appropriate timeline. Conducts training needs assessments and evaluates market trends to develop training plans and ensure training objectives are met. Analyze current and future strategies regarding training and suggest new and innovative strategies into the organization.
- Evaluates, screens and monitors training academies and vets training courses to ensure required training guidelines are met and with competitive pricing. Identifies cost saving opportunities and execute efficiency initiatives. Partners with training academies and senior management to develop, implement and maintain a training calendar to ensure effective and efficient training scheduling while ensuring compliance and regulatory needs are met. Serve as the main point of contact for all training academies, partnering with them to facilitate to training classes including course offering, pricing, scheduling, participant confirmation, and training day logistics, etc. Gather feedback from trainers and trainees to improve processes as needed. Conducts performance-based measurement assessments for objective evaluation of instructional programs.
- Serves as the compliance training point of contact for ship to shore and vice versa. Partner with multiple stakeholders to identify candidates needing the required training and schedule them for the needed trainings to help balance the operational needs of the ships and manning levels. Schedule all Deck Officers, Engine Officers, ETOs and Cadets in pursue of their license for shore-side compliance trainings. Coordinate the training schedule with Scheduling team to fit with shipboard assignments and vacation. Prepares training status reports and communications. Prepares auxiliary plans for training project completion, including storyboarding and timelines. Coordinates related instructional document preparation from support staff.
- Organizes logistics for all training attendees, including flight and transportation, from/to training facilities. Manage the relationship with Carnival Shared Services India (CSSI) and Travel Services to ensure travel arrangements are being properly requested. Ensure travel guidelines are being followed by all Deck Officers, Engine Officers, ETOs and Cadets.
- Serves as the first point of contact for the Coordinator, Training Schedule to ensure that the marine team members are being identified appropriately placed and logistics are being arranged according to required trainings, as set out by CCL, Carnival corporation and flag states. Provides coaching and feedback as needed. Supports the D&E scheduling team as appropriate with other duties where bandwidth allows.
Qualifications:
- Minimum of an Associates Degree Bachchelor’s preferred
- Educational focus in Business Administration, Travel Administration, Hospitality or related field
- Travel Agent Certification preferred
- 2+ years of experience with exposure to shipboard personnel and scheduling.
- 3+ years of experience in trainings in cruising industry and Marine Compliance.
- Prior supervisory experience is a plus.
- Deep understanding of Maritime Compliance requirements.
- Computer literate.
- Knowledge of STCW / IMO / Training Regulations.
- Excellent organizational, interpersonal and communications skills, analytical mindset and problem solving capabilities.
- The preferred candidate will bring prior experience in scheduling travel coordination and/or training coordination.
- Given the specific requirements for this role, previous work experience at Carnival’s office or ships is highly preferred.
- Must have demonstrated attention to detail and the ability to work independently as part of a team.
- Able to rapidly balance competing demands, has strong attention to detail, and the ability to consider many variables at once.
- Computer literate. Cooperative and a positive attitude.
- Familiarity with standard travel systems highly preferred.
- Comfortable communicating independently with senior shipboard leaders, e.g., Captains.
