About the Role
MWH is currently seeking a Senior Construction Manager to support a $1.3B greenfield water treatment facility project located in the Portland, OR area. This treatment plant is part of a larger effort to ultimately supply 135 million gallons of water a day to the Portland community by Fall of 2027.
The Senior Construction Manager will oversee all aspects of the construction activities to ensure the project is constructed in accordance with the project plans and specifications, as well as requirements of the contract and the expectations of the client. Reporting directly to MWH’s Senior Project Manager, the Senior Construction Manager is the primary interface with the Owner, the Engineer of Record, Subcontractors and permitting agencies. Responsibilities include providing construction management on all project phases from procurement, through bid, pre-construction, construction, commissioning, start-up and close-out phase.
Essential Functions
- Responsible for daily construction planning meeting.
- Ensure all work planning is completed prior to construction work being implemented.
- Develop and maintain the 4-week short term look ahead schedule.
- Work with the project team to update the project CPM schedule on a weekly basis.
- Monitor and control to work to ensure the project is built on schedule and within budget.
- Interface with client, oversight representatives, regulatory agencies, etc., for project execution.
- Initiate and maintain liaison with client, consultants and subcontractors to facilitate construction activities.
- Ensure all company, and project policies, procedures, standards, etc., are adhered to.
- Complete project objectives and performance standards.
- Provide oversight and direction to all activities associated with construction, contract administration, contract planning/execution, scheduling review and analysis, change order management, and quality assurance oversight as required.
- Will have day-to-day supervisory responsibility over the construction team including superintendents, project and field engineers management staff, safety staff and the commissioning & startup team.
- Implement company safety program. Assure that staff and subcontractors follow safe work practices and use company guidelines and policies for planning and executing work in a safe manner.
Basic Qualifications
- Bachelor’s degree in engineering (civil, mechanical or electrical) or construction management, or equivalent work experience as a General Superintendent or Construction Manager.
- Minimum of 20 years of experience managing municipal water and/or wastewater infrastructure projects, such as treatment plants and pump stations.
- 8+ years of management experience, including client interface, subcontractor management, work planning and execution, project delivery, and staff supervision.
- Proficiency in work planning and collaboration with project schedulers
- Strong emphasis on safety and quality in project execution
- Effective management of subcontractors, ensuring adherence to project requirements
- Management of and leading craft labor
- Proven ability in client interface and communication, maintaining positive relationships
- Coordination with Project Management for seamless project execution
- Exceptional communication skills, both written and verbal
- Capability to facilitate at the field level, ensuring smooth operational processes
- Skilled in conflict resolution and dispute management, promoting a harmonious work environment
- Thorough knowledge of all aspects of construction (technology, equipment, methods), union jurisdiction, labor agreements, and negotiations.
- Thorough understanding of corporate and industry practices, processes, standards, etc. and their impact on project activities.
- Excellent communication, interpersonal, organizational, supervisory and planning skills.
- Must be able to apply innovative and effective management techniques to maximize employee performance.
- Strong business acumen.
- Project P/L experience.
