RESPONSIBILITIES
- Has thoroughly read and fully understands the Contract.
- Leads all aspects of Service delivery for the applicable SOW, including by:
- mobilizing all appropriate Contractor resources to respond to Incidents that are Severity Level 1, crises and disasters;
- coordinating all third party operations and maintenance activities and having a complete understanding of the SLAs; and
- monitoring and reporting Contractor’s performance of Services
- Participates in all status updates and acts as the delivery authority.
- Owns Risk Management action items, including assessing, planning, and executing mitigation strategies as needed.
- Identifies opportunities to improve Service delivery to FDIC, including by:
- identifying and promoting continuous improvement activities to improve the Services and/or reduce FDIC costs; and
- leading Contractor Personnel in the identification, development and analysis of trends in Service delivery, capacity utilization and infrastructure performance.
- Identifies and deploys (with FDIC Approval) new and innovative Services that drive business value; retire (with FDIC Approval) Services that are not adding value.
- Manages all activities of SOW operations including, by:
- tracking and managing activities across all parties within the SOW;
- serving as a technical advisor for complex FDIC decisions and issues; and
- managing test lab activities and the evaluation of new Configurations, Patches, Upgrades, and Image modifications, as applicable, to the Services.
- Acts as subject matter expert for decisions under the applicable SOW:
- Maintains a detailed expertise of Device platforms deployed,
including Device and Software Configurations;
- Maintains a detailed expertise of Device encryption and security assurance technologies; and
- Advises on technology innovations, security threats and other industry trends.
- Leads the technical components of the operation and Maintenance of the Contractor Systems:
- Maintains an expertise of the Software and Device technologies supporting the Contractor Systems;
- Maintains a detailed understanding of the workflow for Contractor Systems; and
- Manages the technical Interfaces between Contractor Systems and FDIC Systems.
- Ensures appropriate responses to all Incidents:
- Mobilizes all appropriate Contractor resources to respond to Incidents that are Severity Level 1, crises and disasters;
- Confirms communication events (creation of IRB, initial Incident Responses and ongoing communications); and
- Coordinates Root Cause Analyses when needed.
- Handle all invoicing, budgeting and financial-related issues
- Handle all contract changes
REQUIRED QUALIFICATIONS
- BA/BS in Computer Science or related field or an equivalent combination of education and/or experience.
- At least fifteen years of infrastructure Support experience.
- At least four years of experience supervising projects or project teams.
- In-depth experience in the implementation and customization of the Contractor Tools – formal education and certifications preferred.
- Demonstrable experience in the development and implementation of client-specific work flow processes.
- Demonstrable experience in the development and implementation of client-specific change management processes.
- Advanced proficiency in analytical, project planning, negotiations, interpersonal and communication skills (verbal and written).

The Contract Manager /Program Manager will serve as a key point of contact for the client responsible for executing Task Order requests and managing program delivery, and act as a liaison between the client and support services.
The mission of FDIC’s Chief Information Officer Organization (CIOO) is to provide scalable, efficient technology that enables continuous access to data securely. In support of this mission, FDIC established ServiceNow as an enterprise platform in 2016 and has since implemented six product suites across the ServiceNow platform. The use of cloud platforms like ServiceNow is a key component of the FDIC’s ongoing IT Modernization Program, which emphasizes accelerated cloud adoption to support mission needs. The IT Modernization Program is intended to align the FDIC’s IT program with key Federal priorities, including the Federal Cloud Smart Strategy.
