Primary responsibilities include the process and outcome evaluation of behavioral health programs and services, acting as a research consultant on the design and improvement of programs, providing staff training, developing and administering behavioral health research projects only within the boundaries of their competence, based on their documented education, training, supervised experience, state and national professional credentials, and appropriate professional experience.
Job Duties:
Routine duties shall include providing health care services to individuals eligible for services in accordance with the self-governance compact and funding agreement between the Cherokee Nation and the United States executed under the authority of the Indian Self-Determination and Education Assistance Act. Practices only within the boundaries of their competence, based on their documented education, training, supervised experience, state and national professional credentials, and appropriate professional experience. Develops, oversees, and implements research projects and proposals for behavioral health programs. Evaluates behavioral health programs for efficacy, effectiveness, efficiency, and patient satisfaction. Advises the Director concerning program outcomes and necessary improvements. Develops valid surveys, questionnaires, and other tools for collecting psychological and social data. Chairs the departmental Evaluation & Outcomes Workgroup. Coordinates ad hoc workgroups or committees as assigned by the Director to study and improve processes and outcomes using objective data and information. Assist the Director in developing strategic plans to ensure that goals and objectives are measurable and valid. Serves as a consultant to other behavioral health supervisors and administrators on the collection and preparation of reporting data for submission to the Director. Assist in the development of data collection and evaluation plans for community coalition, schools, and other organizations that receive technical assistance from behavioral health. Oversees submissions to the Institutional Review Board to ensure quality and accuracy. Provides training on data collection as needed to Behavioral Health/Jack Brown staff. Provides consultation to staff, supervisors, and administrators in developing quality improvement studies that incorporate the information, program evaluation, research, and any other pertinent factors, for submission to the Director. Develops a yearly evaluation plan by facilitating a planning process that considers the findings of the needs assessment in order to prioritize needs and guide program selections. Updates plan as needed. Plans, designs, conducts, and reports research only in a manner consistent with their current professional code of ethics, pertinent ethical principles, federal and state laws, rules, and scientific standards governing research with human subjects. Obtains written consent from the joint-custodial parents, custodial parent, legal guardian or legal custodian appointed by the Court before conducting interviews of minor children. Obtains written informed consent of clients BEFORE audio/video recording or permitting third party observation of their activities. Complies with the applicable state and federal regulations in regard to the security, safety, and confidentiality of any record they create, maintain, transfer, or destroy, whether the record is written, taped, computerized, or stored in any other medium. Provides the client a copy of the client's record in accordance with state and federal laws. Maintains verifiable records at an institution or facility that has a published records retention policy that is equal to or exceeds the retention required by federal and/or state regulations. Maintains the confidentiality of any information received from any person or source about a client, unless authorized in writing by the client or required by law or court order. Provides Human Resources with a copy of all licensures, certifications, renewal of licensures and certifications upon receipt thereof. Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
Directly supervises 3 to 6 employees in Behavioral Health. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Qualifications:
EDUCATIONAL REQUIREMENT
Doctoral degree; no substitutions.
EXPERIENCE REQUIREMENTS
At least two (2) years of experience in a related field.
COMPUTER SKILLS
An individual should have knowledge of Database software; Internet software; Spreadsheet software and Word Processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver's license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. Must meet and maintain pre-employment and periodic background investigation and adjudication for child care.

While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 10 pounds.
WORK ENVIRONMENT
While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually quiet.
