Job Description:
iParametrics supports various disaster response and recovery programs at federal, state, and local levels. We are currently seeking a Cost Analyst / Contract Surveillance Specialist to join our team in support of the FEMA Logistics Planning Construction Support Contract Program. This program plays a critical role in providing temporary housing units to individuals and households affected by natural and man-made disasters. The scope includes site selection, preparation, housing unit delivery, installation, and ongoing inspection and maintenance.
In this role, the Cost Analyst / Contract Surveillance Specialist will perform contract surveillance and quality control functions related to LogHouse contractors or other FEMA-awarded contracts supporting the direct housing mission. You will assist in field and office operations, ensuring compliance with contract scopes and maintaining smooth project workflows.
Responsibilities:
+ Perform contract surveillance and quality control for LogHouse contractors or other FEMA-awarded contracts.
+ Review contractor invoices for accuracy, completeness, and compliance with the contract scope of work.
+ Develop detailed summaries of review findings and ensure timely reporting.
+ Assist housing planners, construction managers, engineers, and supply chain analysts with field and office operations.
+ Collaborate on projects involving transportation regulations, documentation, restrictions, and other requirements affecting Temporary Housing Unit (TTHU) missions.
+ Assist in supply chain strategies and network development to support programs, new business opportunities, and proposals.
+ Use analytical and quantitative methods to analyze data, predict trends, and enhance supply chain processes.
+ Ensure timely workflow by monitoring shipping and receiving steps, including bookings, truck scheduling, and loading.
+ Work closely with utility companies, government departments, and other parties to ensure project success.
+ Solve complex problems involving traffic flow, costs, and other logistics challenges with innovative solutions.
Required Qualifications:
+ U.S. citizenship required due to federal requirements.
+ Experience in contract surveillance, invoice review, or cost analysis.
+ Detail-oriented with strong organizational skills.
+ Proficiency with MS Office products (Excel, Word, etc.).
+ Ability to utilize mobile technology applications effectively.
+ Strong interpersonal and communication skills.
Preferred Qualifications:
+ Experience in construction administration or related field.
+ Experience with FEMA’s Direct Housing mission or disaster recovery operations.
Special Position/Work Requirements:
+ Ability to work both short- and long-term assignments across the U.S. as needed.
+ Flexibility to work in different locations based on project demands.
+ Willingness to travel for extended periods, with assignments lasting several months.

Compensation for this position is hourly, with overtime, based on experience, background, and skills.
