About the Job
Zachary Piper Solutions is seeking a Pre-Construction Cost Estimator located in the Williamsburg Area of Virginia. The Estimator will develop project cost estimates on a variety of assignments associated with classified governments base operations and maintenance of facilities infrastructure. The Estimator will support the Project Management Office, the Engineering and Public Works groups. The Estimator will support the budget process by providing estimates of the funding required to efficiently execute a construction and/or maintenance task or projects. The Estimator will ensure repeatable methods that result in high-quality cost estimates that are comprehensive, accurate, and specific to the US government job site. The Estimator will assist in evaluating affordability and performance against plans, as well as the selection of alternative systems and solutions.
Responsibilities:
- Perform Construction Cost Estimating activities in support of industrial base operations and maintenance of facilities infrastructure.
- Ability to complete full quantity take-offs to support accurate estimates for all disciplines in industrial projects including, but not limited to civil and site work, structural, concrete, envelope, finishes, mechanical, and electrical.
- Develop and maintain a site-specific database for construction and maintenance projects.
- Consults with customers and personnel in other departments to discuss scope.
- Interface with customers to understand and comply with scope and schedule requirements.
- Perform quality work within deadlines with or without direct supervision.
- Interact professionally with other employees, customers, and suppliers.
- Work independently while understanding the necessity for communicating and coordinating work efforts with other employees and organizations.
- Responsible for developing RFP/RFQ packages, independent construction cost estimates, field verifications, as well as construction phase oversight.
- Develop, maintain, and produce documentation in support of the cost estimates generated.
- Complete assignments under the direction of the Facilities Engineering department manager.
- Must possess planning/organizing skills and must be able to work under deadlines
- Attends regularly scheduled Work Order Review Meetings
- Attends all required training classes.
- Perform all other position related duties as assigned.
- A complete understanding of the interrelationship of the cost of labor, material, equipment, and productivity in the unit costs used at each level of an estimate is expected.
- Deep understanding of construction methodologies, materials, labor costs, market trends and the ability to collaborate effectively with various internal and external stakeholders.
- Ability to review and analyze project plans, specifications, and other documents to understand project scope, requirements, and objectives.
- Ability to collaborate with project and construction managers and engineers.
- Ability to survey and collect information on existing conditions to back-check and validate assumptions made in developing cost estimates.
- Ability to work with the Operations & Maintenance teams (skilled trades and building operators) to assist in developing pricing proposals for repair and maintenance initiatives.
- Desire for continuous improvement in the estimating process by incorporating lessons learned from past projects.
- Ability to assess project risks and opportunities, suggesting value engineering solutions to optimize costs without compromising quality.
- Ability to review historical data from purchase orders, subcontracts, productivity analysis reports, etc. and develop formulas and site-specific multipliers to be used for future cost estimates for projects on site.
- Ability to review final estimates to ensure defined work aligns with the overall project schedule and cost goals.
- Prepares estimates by calculating takeoff of scope of work. Calculates material quantity requirements from engineering staff
- Ability to assist with cost evaluations related to change orders based on cost, engineering quality, or availability of materials.
Experience and qualifications:
- Must have a minimum of a Secret Clearance and willing to obtain a Full Scope Polygraph.
- Must have at least 4 years of experience with Pre-construction Cost Estimation.
Compensation:
- Salary ranges from $100,000 to $120,000 depending on experience
