Your Specific Duties and Responsibilities:

This position directs and engages in data processing activities for Duval, Baker, Clay, Nassau, and St. Johns Counties for the Area 4 AIDS Program Surveillance Unit and ensures reporting of cases to the Bureau of HIV.AIDS. This position is assigned to the Florida Department of Health in Duval County and functions under the supervision of the Health Consultant B-SES (Northern Regional Consultant) in the AIDS Program Office. The incumbent is part of the global public health functions as the alternate information/key custodian for the surveillance unit.

HIV/AIDS Surveillance
+ Receives, records, tracks, and follow-ups on HIV/AIDS reports within required timeframe
+ Develops and maintain professional relations with provider, FDOH staff, and SHO staff.
+ Assists in the completion of Provider education materials
+ Provides initial review of HIV/AIDS case reports for completion and accuracy
+ Initiates routine procedures in conjunction with FDOH personnel and determines if reporting HIV/AIDS cases meet state of FL and/or CDC definition
+ Follow up with reporting source to obtain missing, discrepant, or additional information necessary to complete the HIV/AIDS report form
+ Perform scan of all HIV/AIDS cases for initial data entry and update on all reported AIDS cases; deleted cases on a weekly basis as directed
+ Perform periodic review of HIV/AIDS cases for initial data entry and update on all reports HIV/AIDS cases; delete cases on a weekly basis as directed
+ Maintain a provider contact list for each county (Baker, Clay, Duval, Nassau, & St. Johns) in Area 4
+ Provide clerical support for the Area 4 AIDS Program Office Surveillance
+ Investigate previously submitted false positives; collaborate with Linkage in obtaining subsequent negative results
+ Conduct record searches to compare potential variances in identities
Establishes active liaison with local Sexually Transmitted Disease (STD) Program, Tuberculosis (TB) Program, and Counseling and Testing sites. Conducts routine matches (record searches) with STARS, TB database, Health Management System (HMS), and Case Management Agencies to help identify risks and expanded risk information.
Monthly Transfer/Reports
+ Ensures the timely and accurate completion of the monthly case transfer to the SHO
+ Assists in the completion of reports as assigned (this includes the semi-annual report and modified local Area Slide Sets)
+ Assists in the completion of data requests as assigned
Security
Functions as Assistant Security Manager for HIV/AIDS Surveillance unit
+ Acts as alternate information/key custodian
+ Assists in ensuring total security compliance within the HIV/AIDS Surveillance unit
+ Assists in providing security training to staff as requested
+ Assists in conducting security reviews/audits as requested
Other duties as required
This includes, but is not limited to, the development of forms/tools, conducting in-services/training, assisting in special studies, and other related task.
Performs general core performance standards. Travel, special assignments and other duties and responsibilities, including those duties assigned during drills and actual emergencies/disasters. Attends related training and meetings as needed.
Assist in special epidemiological investigations and/or studies requested by the Department of Health (DOH) and/or the Centers for Disease Control and Prevention (CDC).
Perform other related duties as assigned.
Required Knowledge, Skills, and Abilities:
This position requires that the individual possess knowledge of health care services, medical terms, epidemiology, the ability to collect and analyze data, and the ability to work independently. Additionally, the position requires the individual possess the ability to organize and present statistical data in a logical format and the ability to identify significant statistical findings and respond appropriately. The individual must be able to utilize a computer and software including word processor, spreadsheet, publishing, and statistical applications. Other knowledge, skills, and abilities required are as follows:
+ Knowledge of HIV/AIDS and STDs
+ Knowledge of Microsoft Office (excel, word, PowerPoint)
+ Ability to maintain confidentiality
+ Ability to effectively communicate both verbally and in writing

Qualifications:
Minimum:
+ Associate’s degree from an accredited college or university or a minimum of 2 years’ experience interpreting laboratory results
