First 5 Riverside County(F5RC), Riverside County Children and Families Commission (CFC) seeks a Deputy Director for CFC who will be assigned to their Resilient Families Division. The Deputy Director reports to the department's Executive Director.
Incumbent will be required to drive throughout Riverside County to manage daily operations of multiple Family Resource Centers and participate in staff meetings.
The selected candidate will manage daily operations of multiple Family Resource Centers through an integrated service delivery approach. This is the departments highest level of management responsibility for programs and the direction of diverse operations and functions. The incumbent will have primary responsibility to exercise direct supervision over management, professional, technical, and clerical staff. This role includes strategic and day-to-day accountability for F5RC programs; leading the design and execution of a program portfolio aligned with the organization's Strategic Plan Outcomes; ensuring that the organization aligns and coordinates with partner organizations to advance outcomes. The Deputy Director will also provide deep program knowledge, strategic thinking, and vision to the Executive Team; develop Division's annual budget proposal and collaborate with the Administrative Division to monitor expenditures. Additional responsibility will consist of, keeping apprised of and interpreting all laws, regulations, statutes, rules, and policies affecting F5RC and Proposition 10. They will also represent F5RC in diverse settings and maintain broad organizational relationships.
Highly competitive candidates will have management responsibility experience in:
- Programs and diverse operations and services.
- Facility acquisitions.
- Procurement/development of programs.
- Grant writing experience.
- Development and maintenance of a multiple-funded department budget.
- Master's degree is highly desired.
- Bilingual in Spanish is preferred but not required.
This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (2) of the County Management Resolution and serves at the pleasure of the Agency/Department Head.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

First 5 Riverside County, the Riverside County Children & Families Commission, is a department of the County of Riverside. The Commission is funded by tobacco taxes generated by Proposition 10 (California Children and Families Act), which passed in November 1998. EXAMPLES OF ESSENTIAL DUTIES
• Assist the Executive Director in establishing and implementing policies and procedures; monitor effectiveness of policies and procedures and make revisions or recommendations for improvements as appropriate.
• Assist with the coordination of fiscal and analytical operations, which may include, but are not limited to, the functions of fiscal control, accounting, purchasing, personnel, grant preparation and analysis, contract administration, and capital improvements.
• Conduct or direct complex studies pertaining to a variety of administrative and operational problems; determine actions appropriate for improvements; advise the Executive Director and/or Commission on findings and methods of effective solution.
• Under the direction of the Executive Director, prepare or supervise the preparation of the budget; review and analyze the budget of various programs or sections; review and make recommendations on expenditure requests and budget variances; ensure compliance with local, state, and federal laws, rules, and regulations.
• Prepare or supervise the preparation of and review grant proposals for various programs and projects; interface with appropriate personnel regarding requirements for obtaining funds and monitoring procedures; present proposals to commissions, advisory committees, and work groups to gain support/approval for programs and projects.
• May direct and implement the purchase, lease, construction, and/or renovation of facilities with multi-county and/or state jurisdictions through negotiated contract agreements.
• Draft, review, interpret, and analyze new and proposed administrative legislation relative to organization functions and operations; take appropriate action to ensure compliance with existing rules and regulations.
• Coordinate management information systems to include the non-technical aspects of automation, feasibility studies, equipment and software acquisition, and service contracting.
• Review, coordinate, monitor, and supervise the performance of administrative functions to ensure effective and efficient operations.
• Prepare response to lawsuits, respond to media and general requests for information, and represent the Executive Director and Commission in various meetings.
• Attend and represent the department at various governmental and citizen group meetings; develop presentations on various programs and services provided.
• Manage and direct personnel actions; interview and recommend candidates for employment; assign, train and evaluate subordinate supervisors and other personnel; define and resolve complex work problems; establish work standards and operational objectives.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in public or business administration, finance, early childhood development, education, or a closely related field. (Additional experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Four (4) years of administrative experience in the five administrative functions cited below. Two (2) years of the required experience must have included supervision of administrative professionals. An extensive staff or line experience in public/private agency is highly preferred.
1. Budget Preparation - line item and program budget preparation including writing program budget narratives, developing performance indicators, projecting revenues, justify and explain budget to Board of Commissioners, and/or County Board of Supervisors.
2. Personnel Administration - preparing forecasts of departmental personnel needs; providing guidance and recommendations to appointing authorities and top managers on the selection, recruiting and management of employees; managing grievances and disciplinary matters, and payroll supervision.
3. Fiscal Management - budget maintenance including reviewing and monitoring budget updates, making suggestions to management of actions necessary to balance budget, anticipating revenue changes and conducting cost benefit studies.
4. Facilities Management - coordinating personnel moves and space studies, performing equipment acquisitions and repairs, coordinating facility maintenance, and security and managing environmental health.
5. Development of comprehensive organization information processing systems.
Knowledge of: Organizational structures and relationships of public administration and government entities (County, state, federal, and local jurisdictions); federal, state, and local ordinances and laws governing organization; management principles including financial, budgetary, cost/benefit analysis, payroll administration, management information systems, supervision, and performance evaluation.
Ability to: Analyze, plan and direct budget preparation; develop, monitor and direct a fiscal system which complies with various local, state and federal laws, rules and regulations; analyze organization, administration and budgetary matters and recommend effective courses of action; establish and maintain effective working relationships within the County and state and with representatives of other entities; communicate clearly and concisely, both orally and in writing and make effective presentations of information, findings and recommendations.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
