Who We Need
Sabel Systems requires a Defense Security Cooperation International Engagement Analyst to support the design and implementation of assessment, monitoring, and evaluation (AM&E) for security cooperation programs and activities. This position will develop and implement security cooperation programs by working across DoD and with key interagency and state partners, the broader security cooperation community, stakeholders, and interest groups. The Analyst will participate with OSD Policy and DSCA in developing, supporting, and progressing security cooperation programs, activities, and initiatives; support program management, planning, logistics and administrative requirements, and interagency coordination in the field. The Analyst will quickly research, analyze, and compile packages in response to urgent requirements; analyze and identify trends, emerging issues, and future program planning, budgeting, and implementation requirements. Services provided under this position will be performed in Honolulu, HI and requires an active Secret clearance.

- Support the design and implementation of assessment, monitoring, and evaluation (AM&E) for security cooperation programs and activities
- Develop and implement security cooperation programs by working across DoD and with key interagency and state partners, the broader security cooperation community, stakeholders ad interest groups
- Participate with OSD Policy and DSCA in developing, supporting, and progressing security cooperation programs, activities, and initiatives
- Support program management, planning, logistics and administrative requirements, and interagency coordination in the field
- Keep abreast of new policies, procedures, regulations, and directives affecting security cooperation activities
- Develop and provide training on security cooperation topics. Provide DoD reporting, accountability, and executive support
- Quickly research, analyze, and compile packages in response to urgent requirements
- Analyze and identify trends, emerging issues, and future program planning, budgeting, and implementation requirements
- Assist in initiative design and validation leveraging need and gap assessments, analytical models and tools, and strategic reviews
- Assist in analysis and evaluation of current business practices to facilitate change management
- Provide meeting and administrative support including preparing agendas, gathering presentations, sending invitations, publishing summaries, and other administrative support
- Conduct data research and analysis and produce custom data products, data tracking procedures, and visualizations as required
- Propose methodologies and performance metrics to measure effectiveness, outcomes, progress, and alignment of strategic initiatives
- Design, develop, and deploy standard methodologies, templates, and training aids to support the development of new agency initiatives, as required
- Integrate inputs from initiative managers to generate status reports and consolidate in recurring reports for leadership
- Generate information products and materials for use by senior DoD leadership, as directed
- Provide event and senior leader engagement support, as directed

Your Qualifications
- Active Secret Clearance
- Bachelors' degree from accredited university
- Minimum 5 years of experience with security cooperation programs and procedures (Program Analyst)
- Minimum 10 years of experience with security cooperation programs and prcedures (Senior Program Analyst)
- Ability to interface with senior level management
- Ability to multi-task in a demanding, high energy environment
- Strong Organizational and Customer Service Skills
- Possess experience and a working knowledge of MS Word, MS Excel, MS PowerPoint, and Outlook
- Excellent oral and written communication skills
- Ability to follow security protocols to protect sensitive data
