Job Summary:
The City of Greeley is seeking a Budget Analyst III to join the Department of Economic Development and Urban Revitalization Department to support both the activities of the Department and the Greeley Urban Renewal Authority (GURA). The department takes a proactive approach toward customer service, business retention, business attraction, workforce development, urban revitalization, and business advocacy. With creativity, critical thinking, and open communication, Economic Development staff are passionate about promoting growth and development that achieves community goals and improves residents’ quality of life.
This position reports to the Department Director and plays a central role in managing day-to-day financial and budget operations and building internal processes to align with strategic goals and organizational priorities. The Budget Analyst is responsible for working at a high level of detail and accuracy, leading the department in financial reporting, trend analysis, general account reconciliation, and GAAP compliance. The successful candidate will bring excellent organizational skills, strong analytical abilities, and a passion for the economic development of the city.
Experience, Knowledge, and Skills:
MINIMUM REQUIREMENTS:
- Bachelor's degree (four-year degree) from an accredited college/university in finance, accounting, public policy, or a related field.
- Five (5) or more years of experience as a budget analyst or equivalent experience.
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
PREFERRED QUALIFICATIONS:
- Master's degree in business administration, finance, or closely related field.
- One (1) to three (3) years of Public Sector experience.

Essential Functions (Duties and Responsibilities):
- Participates in the development and implementation of goals, objectives, policies, and procedures for the Economic Development and Urban Revitalization Department and GURA.
- Coordinates with the Department Director, Finance Director, and Budget Manager on the annual budget process, including preparation of data and reports for department budget submissions.
- Supports department staff in adhering to and monitoring the department’s annual operating and capital budgets.
- Performs analysis and research relating to the development and review of the budget, including examining revenue trends, estimating costs, and reviewing expenditures.
- Understands and incorporates market research, analysis of department materials, economic forecasts, government reporting, and recommendations into current and long-range financial documents.
- Engages in sound, independent decision making regarding the department’s financial operations.
- Manages payment of invoices, vouchers, P-cards, billing records, receipts, expenditures, and deposits for the department.
- Identifies opportunities to increase efficiency and effectiveness of department operations and budget execution.
- Creates and implement policies and procedures to guarantee responsible and effective financial management of department operations and financial transactions.
- Works with Purchasing staff to negotiate, procure, and manage contracts for administrative and department-wide services.
- Provides review and oversight of consultant services contracts and receipt of deliverables.
- Administers grant funds in accordance with federal, state, and local laws, regulations, and specific grant terms and conditions.

- Work is primarily performed in an office environment.
