DESCRIPTION
The School of Physical Sciences Dean's Office Human Resources Generalist applies professional human resources, organization policies, and procedures to provide guidance to supervisors and managers to resolve a variety of human resources issues of moderate scope and complexity within the Dean's Office and the Department of Astronomy & Astrophysics. Serve as principal consultant to Senior Management on human resources issues, including the full scope of organizational development, internal communications, policy research, and service on campus committees. Analyze, research, and develop policy, provide advice, instruction, and policy interpretation to management, staff, and student employees, and perform comprehensive HR administration on issues involving recruitments, appointments, compensation, merits/reviews, performance appraisals, classification/reclassification, benefits administration, separations/layoffs, leaves of absence, organizational changes, disciplinary actions, employee relations, and payroll. Attend all human resources briefings and disseminates relevant information. Liaise between management and campus offices such as Human Resources, Payroll Office, and EVC Academic Affairs on actions and issues. Serve as primary Timekeeper. Administer the payroll/personnel functions for faculty administrators, staff, and student employees. Responsible for department benefits administration. Provide personnel data and management reports to Assistant Dean in the analysis as requested.
- Occasional overtime may be required. May be required to work evenings and weekends.
QUALIFICATIONS
Personnel generalist work experience including but not limited to: job descriptions, recruitment, reclassification/classification, salary administration, performance appraisal, employee benefits, separations, and layoffs. Strong knowledge, understanding, and experience coordinating and interpreting policies for all leaves of absence including, but not limited to FML, CFRA, PDL, and PFCB. Knowledge of professional recruitment and hiring techniques and processes and experience composing, writing, and editing a variety of job descriptions for represented union positions, and non-union positions. Ability to instruct staff on various issues pertaining to personnel-related functions. Knowledge of human resources policies and programs, and how they affect other organizational policies and procedures.
Demonstrated experience and knowledge of complex payroll and timekeeping practices and procedures, salary scales, merits, range adjustments, performance bonuses, and stipends.
Demonstrated experience monitoring leave usage, accruals, and service credit. Experience with Payroll administration and timekeeping policies and procedures in a university setting.
Experience with and in-depth knowledge of policies and procedures governing non-academic personnel administration (staff, graduate and undergraduate students, visiting scholars, etc.).
Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.
Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR. Demonstrated experience and skills to work independently, including exercising good judgment, initiative, organization, discretion, negotiation, decision-making skills, tact, and flexibility. Ability to be proactive in terms of assessing situations and tasks and recommending or taking action to simplify processes and/or resolve problems.
Strong written skills; ability to write clear, well-organized prose; ability to edit and proof work. Excellent communication and interpersonal skills; demonstrated ability to present ideas with tact, diplomacy, good judgment, and confidentiality to a broad spectrum, including high-level officers, faculty, staff, and students within multiple departments. Ability to be assertive and communicate with Senior Management and multiple departments, in a firm, but respectful manner, on a variety of sensitive issues.
Demonstrated ability to handle difficult or volatile situations / individuals effectively.
Working knowledge of general office software, including Google apps and Microsoft Office.
Strong organizational skills sufficient to manage multiple projects and assignments with competing deadlines and demands.
Ability to work collegially within a team environment.
Knowledge of the organization, college, and departmental formal and informal policies and procedures and understanding of variances to stated policies.
Demonstrated understanding of the importance of ensuring an equitable, inclusive, and diverse working environment, with the ability to work as a part of a diverse and collaborative team. Demonstrated competency and commitment to equity, diversity, and inclusion.
Ability to communicate effectively one-on-one or in group settings, taking into account differences in social, cultural, professional, and educational backgrounds.
SPECIAL CONDITIONS
Job offer is contingent upon a satisfactory clearance based on FBI and DOJ background check results.
Duties may require direct contact with children (defined as individuals under the age of 18); completion of the Child Abuse and Neglect Reporting Act (CANRA) form will be required.
Pay Transparency Act
Annual Full Pay Range: $63,800 - $111,600 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $30.56 - $53.45
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
