Responsibilities:
- Contributes to the development of staffing plans and supervises staff necessary to complete assignments
- Contributes to the development of Quality Management Plans (QMS) and quality assurance workflow processes to ensure efficient collection of field inspections and contractor audits
- Contributes to the development of Inspection Test Plans (ITP) based on technical specifications including VDOT quality requirements for Design Build Projects
- Leads and/or contributes to the development and creation of Pre-Activity/Preparatory meeting agenda’s and technical content to address quality for upcoming contractor works
- Collaborates with QA and QC teams, contractors, and owners to identify, track, and resolve construction non-conformances
- Reviews construction plans and specification packages for compliance with project Quality requirements
- Reviews inspection data, material test results for accuracy, resolves test discrepancies and construction issues impacting quality of construction
- Responsible for staff work assignments and schedules to meet quality reporting requirements of project
- Provides document management oversight to ensure project records are received and transferred to the project records management system
- Helps provide leadership and management direction to ensure projects are delivered on-time and on budget
- 50% of time would be spent in the field directing, managing, and coordinating the QA field team comprised of 4 QA discipline leads responsible for approximately 20 QA inspectors
- 50% of the time would be on office related activities supporting the Quality Assurance Manager with management and reporting responsibilities. These duties will include independently reviewing technical documents, specifications, VDOT R&B specifications to determine if identified quality issues are contract compliant and if not, defining options to bring the work into compliance.
- Bachelor’s Degree in civil engineering required or related engineering degree
- PE in Virginia preferred, but not required
- CCM preferred, but not required
- 15+ years of transportation construction management and/or construction quality assurance experience required
- 10+ years of VDOT construction management and/or construction quality assurance experience required
- Experienced and thorough understanding of VDOT Road and Bridge Specifications, Road and Bridge Standards, Construction Manual, and Inspector Manual
- Solution based problem solver and ability to resolve complex processes into manageable and actionable workflows
- Ability to work with and grow in a team environment
- Ability to contribute to multiple tasks simultaneously
- Good verbal and written communication skills
- Proficient with MS Office Suite, specifically Word, Excel, and SharePoint
- Proficient computer, smartphone, and tablet skills and use of software and databases to optimize information collection and automate data collection and reporting
- Ability to learn new computer software and databases, i.e. Smartsheet, Fieldwire, Aconex, Box
- Valid driver's license and qualified to drive company vehicle
