The Riverside County Department of Waste resources seeking a qualified Deputy Director of Programs and Operations for the Moreno Valley location.
The Deputy Director of Programs will oversee the recycling and community outreach programs and is responsible for the administration and direction of diverse operations, programmatic functions, and complex personnel matters. Reporting to the General Manager/Chief Engineer and/or the Assistant General Manager, the Deputy Director of Programs and Operations will provide executive management oversight regarding the operation and utilization of resources, ensuring compliance with local, state, and federal laws. This role will manage administrative and operational procedures to ensure accountability in achieving the department's goals and objectives. Additionally, the Deputy Director of Programs and Operations will play a key role in coordinating public relations efforts, government affairs, and community engagement for Waste Resources, including social media platforms, brand management, content creation and messaging to promote departmental initiatives.
The most competitive candidates will possess experience with recycling and community outreach programs with the ability to analyze proposed or existing legislation to determine programmatic impact in order to ensure compliance. The department seeks a strong communicator with the ability to perform public relations functions, meet with elected officials, speak at community events and Board of Supervisors meetings, and respond to constituent complaints and comments in written formats. Candidates with experience in overseeing program budgets, managing grant proposals, administering grant-related expenditures, and ensuring compliance with the terms and conditions of awarded grants are highly preferred.
This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (2) of the County Management Resolution and serves at the pleasure of the Director.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(B) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.
EXAMPLES OF ESSENTIAL DUTIES
- Plan and implement new agency program priorities, which includes legislation analysis and tracking to determine impact upon operations.
- Manage Recycling and Community Outreach programs, staff, budget, and activities for the Department, ensuring compliance with State mandated laws including AB 939 (California Integrated Waste Management Act), AB 341 (Mandatory Commercial Recycling Law), and AB 1826 (Mandatory Commercial Organics Recycling), as well as assisting in the implementation of SB 1383 (Short-Lived Climate Pollutants: Organic Waste Methane Emission Reduction).
- Oversee Department social media platforms, branding, content, and messaging.
- Write and/or manage the preparation, development, and submission of grant proposals for Department programs; track and administer grant activities and expenses; develop expense and activity reports in compliance with terms and conditions of awarded grants.
- Seek out new partnerships and strengthen current relationships with refuse haulers, cities, County, State and Federal agencies with respect to solid waste management and recycling.
- Participates in the analysis of proposed or existing legislation to determine the potential or actual impact on department programs and ensures program compliance with regulations.
- Responds to difficult public relations problems, investigates complaints or problems, and recommends resolutions.
- Prepare a variety of reports and correspondence on behalf of the Department; make presentations to governmental, departmental, interagency, and administrative commissions, and associated community agencies/groups. Act as a liaison to other departments, local, state, and federal agencies, public officials, and community groups in matters relating to Department programs or projects.
- Represent the department at local, regional, and statewide meetings and conferences; coordinate and/or participate in special community events.
- Plan, organize, and coordinate with other department management and supervisors to develop policies, procedures, program specifications, and strategic goals.
- Develop, coordinate, implement, and maintain long-range public awareness plans to communicate the mission, vision, goals, and objectives of the department and its programs.
- Develop, direct, and coordinate new service program initiatives that are responsive to changing and emerging needs of the community.
- Develop and oversee programs compliant with laws, rules, and regulations and implement administrative and operational procedures to ensure accountability.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree in social science, behavioral science, business, public administration, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)
Experience: Four years in a managerial, administrative, supervisory, or staff capacity assigned primary responsibility for analysis and problem resolution recommendations related to organization operations, procedures, programs, budget, and/or personnel in a governmental agency. This experience must have included gathering information from a variety of sources, performing basic statistical analysis, and writing reports of a standardized nature.
Knowledge of: Principles, methods, and techniques of administration, organization, and management in a governmental or public agency environment; structures and function of local, state, and federal government and business as they relate to social services programs; advanced information gathering and statistical techniques; the elements of composition and report writing techniques; social and cultural factors affecting the needs of the community; supervision; grant writing; objectives and methods of community organization.
Ability to:Plan, organize, and direct the operations of an organization; evaluate fiscal and operational programs, projects and procedures; develop efficient and effective program enforcement procedures, training methods and techniques; make appropriate program recommendations on budgeting and staffing; perform advanced statistical analysis and interpret the results accurately; supervise staff; compose narrative and/or statistical reports; communicate effectively verbally and in writing; speak effectively before large and small audiences; develop and maintain cooperative working relationships with a variety of department staff, government, business, community officials, and the news media; plan, organize, and manage a planning function related to social services; organize and direct community conferences and meetings.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
