About the Job
The Office Economic Development is seeking a Development Manager that will be assigned to the CSA Administration Division, located in Riverside.
The position will manage special projects and capital improvement projects for the Office of Economic Development. They will plan, organize, assign, and supervise the work of specialized project management staff including setting work priorities, determining methods and procedures for project delivery, resolving problems, analyzing creative solutions to complex problems that arise during the course of project delivery, provide performance evaluations, leadership, and guidance for subordinate staff.
Additionally the incumbent will represent the Office of Economic Development and the County at public meetings and community events. They will develop and manage project budgets and timelines and ensure quality delivery of projects; will review and stay informed on changes in laws, regulations, ordinances, policies, and procedures for public works projects; will interpret and explain laws, regulations, ordinances, policies, and procedures for County staff and officials. The Development Manager will manage RFPs and RFQs for medium and large public works projects, negotiate and administer agreements between contractors and consultants and will train and develop staff on procedures for public bidding, contract management, and project management.
Competitive candidates will have a budget management, contract management, staff management, public bidding standards, public works policies and procedures experience. Candidates with staff management experience and have knowledge of: EZ-IQC, bluebeam technology, construction and building standards and codes, County budget policies are highly encouraged to apply.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize, assign, and supervise the work of a specialized program staff including setting work priorities, determining methods and procedures to be used, resolving problems, selecting alternatives, and overseeing the most complex and sensitive work; provide performance direction, leadership, guidance, counseling, and evaluation to assigned staff.
• Represent the Office of Economic Development and the County at public meetings, conferences, and other stakeholder events. Many events occur outside traditional daytime business hours including evenings and weekends.
• Supervise complex project budgets; monitor long- and short-term project cash flow analyses.
• Evaluate assigned program and review policies, procedures and methods used relative to effective utilization of resources and achievement of goals; formulate, recommend and/or implement action for program improvement.
• Interpret and explain laws, rules, policies, and agreements to County officials, the business community, and the public.
• Keep abreast of all local, state, federal, and other regulatory agency laws, rules, regulations and policies applicable to assigned program to ensure compliance.
• Negotiate and administer contracts between department and consultants; monitor consultants to ensure compliance to contract provisions.
• Coordinate work of assigned program with staff, other Economic Development County departments, and agencies; prepare budget, estimates and justification for assigned program; maintain cost controls to ensure compliance with budget provisions.
• Direct and ensure the maintenance of records and preparation of reports necessary for program operations; prepare correspondence and reports, as required; direct the preparation of, or prepare, reports, studies, and marketing materials relating to assigned program.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with major study in public or business administration, behavioral science, urban studies, political science, marketing, economics, or a related field. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)
Experience: Four years of professional experience in a management or supervisory capacity, which includes management of a major program involving program planning, budget development, contract preparation and monitoring, and staffing. (A master's degree in one of the disciplines listed above may substitute for one year of the required experience.)
Knowledge of: The principles and practices of public administration and management; principles of supervision; budgets and budgetary analysis; local, federal and state laws relating to community development; contract preparation; grants; construction management; construction bid process and marketing.
Ability to: Plan, direct and coordinate the work of others; interpret, apply and explain complex rules, regulations and guidelines; establish and maintain effective working relationships with personnel at all organizational levels; be effective in conflict situations requiring instructing, persuading and motivating people; coordinate project activities with management, elected officials, Board members, employees, and the public; evaluate program effectiveness; secure the willing cooperation of operating department officials and personnel in accepting and effecting sound management practices; analyze problems, generate and evaluate alternatives, reach practical conclusions, and devise workable solutions; interpret and apply legislative and administrative mandates and regulations; prepare recommendations and reports; keep abreast of developments in the field of public administration; speak and write effectively.
Other Requirements: Possession of a valid California Driver's License is required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
