Director - Upward Bound - Beloit College

Upward Bound is a U.S. Department of Education TRiO funded program. The purpose of the Upward Bound Program is to generate the skills and motivation in eligible students necessary to persist in completing a program of secondary education and continuing to complete a program of postsecondary education. The director is responsible for the effective management and supervision of the Beloit College Upward Bound program to ensure the program meets the established goals, objectives, and federal guidelines. Tasks include overseeing the academic year component and a summer program of academic and cultural / career enrichment, management of student enrollment and records, the completion of the Annual Performance Report, and student assessment initiatives. This position is grant funded and continuation of position is dependent upon grant renewal.

Characteristic Duties and Responsibilities:

1. Employ, supervise, train, and evaluate all full-time and part-time professional staff, part-time instructional staff, summer staff, and Beloit College students involved in the Upward Bound program.
2. Prepare and utilize policies and procedures manual in compliance with the U.S. Department of Education guidelines and the specific programming outlined in the Beloit College Upward Bound grant proposal. 3. Develop and administer Upward Bound academic year and summer programs of academic and cultural / career enrichment.
3. Recruit and coordinate the application and selection process for Upward Bound participants and manage student records.
4. Prepare, allocate, and reconcile the budget monthly including stipends to Upward Bound participants. 6. Monitor Upward Bound participant progress toward high school graduation and college preparation and admission.
5. Evaluate Upward Bound program's success in accomplishing the funded objectives and activities and document in reports for the federal government and college.
6. Raise funds for the Upward Bound program in compliance with EDGAR regulations. 9. Pursue and promote good working relationships with school personnel, clergy, industrial leaders, parent organizations, social and educational organizations, and the College.
7. Establish partnerships across the College that promote its academic mission while adhering to U.S. Department of Education guidelines.
8. Perform other similarly-related duties as assigned.

Credentials and Experience:

1. Bachelor's degree required with 4 years' experience as a TRIO Assistant Director. Master's degree preferred
2. Five years of progressively responsible professional administrative and supervisory experience in an educational setting on projects targeted at low-income, first-generation, minority, or disadvantaged students, including program development, program assessment and evaluation, college preparation, student advising, financial literacy, budget management; demonstrated cultural competence regarding the needs and characteristics of the target population. A first- generation and/or low-income background is preferred.
3. Experience overcoming obstacles similar to those confronting Upward Bound participants.
4. Demonstrated experience in grants managements including annual reporting, understanding financials, assessment, and reporting to the wider campus community. Grant writing experience preferred.
