General Description
The purpose of this job within the organization is to oversee, coordinate and facilitate both the operation of and the development of public parks and recreational opportunities throughout the City of Charleston for its residents and visitors.
This job formulates long-range goals for the organization, develops policy and position papers and negotiates with the chief administrative officer and/or elected officials.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job as necessary.
Essential Functions:
Fulfills the department's mission by developing and implementing strategic goals and objectives that are linked to the City's vision.
Establishes expectations, monitors and evaluates the performance of subordinate employees.
Strives to be efficient and effective at balancing and meeting the common needs and reasonable expectations of core constituents.
Plans, coordinates and directs a diversified year-round, city-wide parks and recreation program including management of community centers, municipal pools, various fields, parks, and open spaces.
Develops and implements policies, procedures and standards for efficient and effective operations and maintenance of the department.
Schedules and runs various physical and cultural activities throughout the year.
Supervises and manages planning and implementation of new parks, park and facility registration system, playgrounds and other facilities and follow-up maintenance.
Makes recommendations concerning hiring, firing and promoting and other changes of status of employees assigned for Parks and Recreation Department.
Plans and organizes staff workloads; provides training and evaluation.
Minimum Education and Experience Requirements:
Requires a Bachelor's Degree in Recreation, Physical Education, Sports Management or other related field and six (6) years of experience in management, leadership, financial/operational analysis, project management, or other closely related field; or any equivalent combination of education, training, and/or experience providing the requisite knowledge, skills and abilities to successfully perform the job.
Special Certifications and Licenses:
