Salary Ranges:
Engineering Technician I: $25.53 - $34.47 Hourly
Engineering Technician II: $28.13 - $37.98 Hourly
Engineering Technician III: $30.96 - $41.83 Hourly
Job Summary:
The incumbent in this position will provide technically skilled engineering work including planning, budget monitoring, reviewing, and project construction management of Stormwater Infrastructure, construction and/or reconstruction programs, and maintenance projects for the City's Public Works Department, Project Management Program (PMP) and Capital Improvement Programs (CIP), and provides back up to the Stormwater Business Analyst and Asset Management team during the implementation of the CIS Utility Billing system.
Experience, Knowledge, and Skills:
MINIMUM REQUIREMENTS:
All Levels:
- Current and valid driver’s license
- General understanding of civil engineering, utility management, infrastructure, and system rehabilitation
- One (1) or more years of experience working with GIS, CAD, and similar software
OR
- One (1) or more years of experience in permitting, asset management, plan review, or water quality
Level I
- Associates degree (two-year degree) in civil engineering, GIS, construction/project management, asset management, environmental, water or a related field or certification program of comparable length
OR
- Two (2) years of experience in a related field
Level II
- Associates degree (two-year degree) in civil engineering, GIS, construction/project management, asset management, environmental, water or a related field or certification program of comparable length
OR
- Five (5) to seven (7) years of experience as an Engineering Technician OR with a Utility or in a related field
Level III:
- Associates degree (two-year degree) in civil engineering, GIS, construction/project management, asset management, environmental, water or a related field or certification program of comparable length
- Plus seven (7) to nine (9) years of experience as an Engineering Technician, with a Utility, or in a related field
- At this level, knowledge has been supplemented by substantial work experience or enhanced by additional schooling in a specialized field in order to meet job requirements
- A combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered
PREFERRED:
- Bachelor’s degree (four-year degree) from an accredited college or university in a related field
Knowledge, Skills, and Abilities:
- Knowledge of the business and organizational structure of Colorado municipalities
- Knowledge of business operations principles and best practices of Utility management, maintenance, and or utility billing
- Intermediate knowledge mathematics (including algebra, geometry, and trigonometry)
- Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal
- Working knowledge of engineering instruments such as calculators, rulers and engineering rulers, technical measuring scales, and survey equipment, including electronic field books, smartphones, tablets, gas monitoring equipment, stormwater infrastructure tools (manhole pick, rock bar, screwdrivers, hammers, other hand tools, etc.), and vehicles with traffic control such as lights and cones.
- Ability to prepare and present financial analyses, schedules, and plans to a variety of audiences
- Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.), CityWorks, Adobe, GIS mobile apps, and learn and experiment with new software and systems

- Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly

Essential Functions (Duties and Responsibilities):
- Supports the new Asset Management program, including but not limited to, completing infrastructure condition assessments, contributed capital and CIP valuations, rehabilitation project priorities, and determining funding availability.
- Manages the stormwater billing audits for property data on pervious/impervious surface calculations, runoff coefficients, and correct rate factor applications.
- Provides development and design of construction projects: preparing and reviewing plans, specifications, and contract documentation, construction administration management, and inspection of PMPs and CIPs.
- Additional duties include preparing charts, graphs, and other visual aids for presentations
- Inventorying stormwater infrastructure conditions and performing evaluations using sound engineering methods related to the conditions of the City's infrastructure
- Manages contractor performance, ensuring contracts comply with proper City standards and specifications.
- Prepares information related to stormwater maintenance and rehabilitation
- Investigates complaints from other city departments, City Council, and citizens.
- Receives incoming requests for estimates from City departments
- Develops program and budgets for department approved requests
- Identifies which projects can be done in-house and scheduling that work with other divisions
- Identifies and schedules contractors for projects that cannot be completed in-house
- Communicates various information relating to storm drainage or infrastructure project coordination, compliance training, site reviews, plans, permits, investigations, complaints, or inspection.
- Ensures compliance, responds to inquiries, provides advice and detailed explanations in non-technical or technical terms, permit or criteria compliance, questions, and enforcement.
- Performs Stormwater infrastructure condition assessments.
- Solves problems and makes decisions: Work is defined by policies, principles, and departmental objectives. Policies, even though clearly defined, are less limiting than procedures. Principles are the underlying disciplines such as engineering, law, or accounting.
- Makes decisions in determining the process to accomplish the work. Limits are set by professional standards, available resources, and program objectives established by a higher management level. The general pattern, program, or system exists but must be individualized. The “what” is distinctly stated; the “how” is primarily determined by the incumbent’s own judgment. Examples: Cross checking of City of Greeley Code compliance, Stormwater Standards and Specifications, Federal and State law compliance.
Work Environment and Physical Requirements:
- Safe to minimal hazards that are typically found in general office environment where there is rarely little or no exposure to injury or accident
- Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools
- The majority of the role is mainly working from an office workstation. Occasional lifting of items weighing 25-50 pounds, including but not limited to manhole and inlet covers and grates. Working in all weather conditions at times of excessive temperatures of heat and cold. Working in or near moving traffic with appropriate traffic control set up
