Title:Enterprise Architect (725905)Location: 3281 Ridgeway Drive, Coralville, IA 52241The Enterprise Architect is responsible for proactively guiding the Agencythrough transformation, optimization initiatives, and supporting the formulationof Business and IT Strategy.The Department of Management (DOM), Division of Information Technology (DoIT)provides adaptable, secure, and cost-effective technology services and solutionsacross the Iowa Department of Health and Human Services (Iowa HHS). We manageall Iowa HHS IT assets, projects, and resources. We are responsible fordelivering technology and expertise in support of the Iowa HHS mission toprovide high quality programs and services that protect and improve the healthand resiliency of individuals, families, and communities.The Bureau of Architecture and IT Strategy, part of DoIT, is seeking anEnterprise Architect with strong Business Architecture skills to help guide theAgency in its overall transformation journey. This role will facilitatealignment between IT and business by engaging stakeholders in analysis ofcurrent state and planning of future state. The Enterprise Architect willdiscover, document, and communicate how relationships between people, processes,technology, and other factors impact business outcomes. This role will be a keyplayer in maturing the Bureau's portfolio of services that will allow theenterprise to connect strategy to execution and build the EA value proposition.The Enterprise Architect will also support solutions design in project-drivenand product-driven delivery models by developing and applying architecturalstandards, reference patterns, principles, and guidance.Responsibilities:• Develop IT strategy, policy, standards, and guidance through our Governancemodel.• Assist with establishing a Business Architecture practice that deliversconsumable Business Architecture guidance focused on timeliness, intuitiveness,and actionability.• Facilitate Architecture Review Board (ARB) processes and other governanceactivities.• Provide perspective on the readiness of the organization to change andinnovate through scenario planning.• Support portfolio modernization and solutions design/delivery by developingand applying minimal viable architectures.• Support application rationalization activities.• Develop roadmaps to communicate the execution of strategy.• Build models, views, and other architectural artifacts within our EA ToolBizzdesign to facilitate strategic decision making and enable a common view ofour enterprise.• Build and mature collaborative relationships across our architecture communityand product delivery teams by providing sound architectural guidance andconsultation.• Conduct research and evaluations for technology procurement requests.• Contribute to the review of Request for Information (RFI) and Request forProposal (RFP) artifacts.• Support the evolution of services provided by the Bureau of Architecture andIT Strategy.• Communicate the Enterprise Architecture value proposition.• Other duties as assigned.A successful candidate for this role is expected to possess the following skillsand experience:• Experience collaborating with stakeholders to develop Business StrategyStatements, Business Capability Maps, Value Stream Maps, Business Process Flows– Required 5 years• Experience creating business process flows using BPMN 2.0 – Required 5 years• Certification in business frameworks such as BIZBOK- Desired 2 years• Knowledge of Enterprise Architecture frameworks, such as TOGAF, and experiencecustomizing these to the needs of an enterprise – Required 7 years• Experience using the ArchiMate modeling language to model and explainMotivation/Strategy/Business/Application/Technology/Implementation/Migrationlayers and relationships – Required 3 years.• Experience developing IT policies, standards, and other architectural guidance– Required 7 years• Experience facilitating roadmap planning sessions and creating roadmaps –Required 7 years• Experience using Enterprise Architecture tools, such as Bizzdesign Horizzon–Required 2 years• Experience evolving Enterprise Architecture practices to support Agiledelivery teams– Required 3 years• Certification or experience with Scaled Agile Framework – Desired 2years• Experience providing enterprise architecture support for migrating largelegacy systems to modern platforms – Required 5 years• Experience providing enterprise architecture support for mergers andacquisitions – Desired 2 years• Working knowledge of data, security, and technology architecture domains –Required 4 years• Understanding of application architecture styles and concepts, such asmicroservices, event-driven, N-tier, web-queue-worker, API management – Required5 years• Working knowledge of software patterns, such as APIs, SOA, microservices,event-driven– Required 5 years• Understanding of cloud technologies (SaaS, IaaS, PaaS) and hybrid solutionsthat interface with on-premises systems– Required 5 years• Experience evaluating emerging technologies for recommended use in innovativeopportunities that enable business strategy – Required 5 years• Experience designing and documenting large IT systems containing heterogeneoustechnologies and multiple systems integrations points– Required 10 years• Experience designing or building IT solutions that adhere to multiple industrystandards, compliance, regulatory requirements, and/or technology standards–Required 10 years• Demonstrated ability to manage multiple tasks with changing priorities in across-functional environment– Required 10 years• Ability to gain situational and contextual intelligence of the politicalclimate to successfully navigate obstacles and politics– Required 5 years• Experience working in the public sector (State government preferred) Desired 2y
