GENERAL DESCRIPTION/PURPOSE:
Responsible for identifying, developing, delivering and maintaining policies and standards. Responsible for compliance with these standards and policies within the field and manufacturing spaces. This role also prepares programs of instructions, training materials, delivers training when applicable, and evaluates team members’ understanding in partnership with the wider L&D teams and EHS teams
ESSENTIAL JOB FUNCTIONS:
Functional and Technical Skills
- Formulating and implementing regulatory/compliance policies, procedures, operating rules, regulations, and standards
- Supports the NA L&D group by keeping the LMOW credentialing catalog updated to ensure effective onboarding of new employees, cross training employees, and transferred employees
- Stay up to date with applicable regulations to ensure maintenance of the Environmental and Safety legal register at a global level. Ensure that changes of regulations are communicated to all internal stakeholders of impacted programs of change needed to be made and time to make changes per the updating regulation
- Maintain industry knowledge through participation in relevant workshops, professional development programs, and effective industry networking
Safety and Environmental Focus
- Develop and implement a document control system to allow for program and policy development and revision
- Maintain the OSHA logs, and Bureau of Labor Statistics (BLS) annual report when necessary
- Creation of safety action plans and submission of metrics into customer databases
- Work with regulators and EHS stakeholders in the event of complaint letters, injury/event investigations, inspections, audits, and information requests
- Maintain the Operating Rule books and proper communication upon change to the rulebook. Monitor the application of railroad operating rules, governing bodies regulations, and customer specific operating rules
Operational Excellence
- Develop, implement, and maintain a process to ensure business units are complying with all Policies and Standards in Safety
- Ensure proper documentation of auditing process, action items generated, proposed action plans, and due dates for any gaps found
- Ensure proper updates to relevant stakeholders on all open action items and communication throughout the close out of action items to ensure they meet LORAM policy and standards upon completion
- Complete reports and communications as needed by the North American and Global teams
- Work autonomously and manage multiple stakeholders/projects/tasks simultaneously to meet deadlines and deliver results
- Maintains file on each injury, including all documents related to the incident
- Utilizing CORE and Intelex incident and Injury Reports and information from the Safety Mgr responsible for the area, files all injuries with workers comp insurance as either a claim or report only
- Provides additional information to the workers comp insurance upon request, including pay, schedule and lost time
- When workability or restriction requests are received collaborate with safety manager, HRBP and supervisors to determine if workability or restriction requests can be met. Documents determination and provides written response to employee
- Provides information, support to the Risk Management in the approval of reserves, settlement requests and claim strategy
