Environmental & Regulatory Coordinator - Georgia Transmission Corporation

Manages siting, environmental, and regulatory activities of multiple, concurrent transmission projects. Identifies regulatory requirements and environmental risks, obtains regulatory permits, and develops strategies to obtain agency approvals for transmission projects. Develops NEPA documentation. Provides direct support to both state and federal environmental regulatory and legislative processes through advisory committees, permit negotiation teams, and industry lobbying coalitions. A detailed knowledge of applicable regulatory programs and a broad knowledge of principles and practices relating to applicable regulatory programs is required. Coordinates with internal GIS Analysts & technicians, project managers, engineers, designers, land agents, environmental specialists and technicians, construction inspectors, and others on specific assignments. Manages professional services contracts. Acts as primary project liaison to environmental regulatory agencies and organizations.

REQUIRED QUALIFICATIONS:

Education: Bachelor's Degree in Urban Planning, Landscape Architecture, Geography, Ecology, Biology, Cultural Resources Management, or related fields.

Experience: Ten years in the electric utility, land development, or environmental consulting industries with experience in the following areas: project management, environmental analysis, facility siting, land use planning, facility licensing and permitting, inter-governmental coordination, environmental mediation, NEPA compliance, contract management, GIS (spatial analysis).

Specialized Skills: Excellent verbal and written communication skills; good technical writing skills, expertise in making presentations to internal and external audiences, including regulatory agencies, local governments, and communities; broad knowledge of land planning, ecology, and environmental permit compliance; ability to qualify as an expert witness. Must have the ability to conduct spatial analysis, as well as the ability to conduct onsite field reviews and walk construction sites.

The Environmental Services department is a group of environmental specialists and coordinators that have a diverse background in disciplines including ecology, land use planning wildlife biology, historic preservation, geography, landscape architecture, and botany. Our main tasks are conducting alternative analysis studies while leading project teams to preferred solutions, balancing project impacts on both the built and natural environments, interpreting environmental regulations, and developing strategies for environmental permitting. In addition, our team members have strong communication skills and technical writing abilities to present results of alternative analysis studies, produce NEPA documentation, develop permit applications, and provide input into construction and contract documents.
