Job Summary
Performs complex environmental work. Inspects and investigates to determine compliance with environmental laws. Works independently and is responsible for making decisions requiring technical descretion, sound judgement, and familiarity with specialized problems. Serves as a lead worker to lower level Environmental Specialist. May train and rewview review reports of lower level Environmental Specialist for technical accuracy.

Overview
The Environmental Specialist III performs professional lead level inspection, investigation, evaluation, and determination of City compliance with environmental laws, regulations, and standards. Collects extensive samples and data, tests air quality, provides analysis, and drafts detailed reports and documents for regulatory agencies.
Essential Functions
1 Travels through City to visit, inspect, and evaluate various industries; performs and provides complex environmental evaluation, inspection, and review of City services and utilities; investigates complaints, performs regular inspections, and files compliance reports for environmental agencies.
2 Oversees, monitors, and provides knowledgeable skill for clean ups of City spills and other potentially hazardous situations; ensures spills are cleaned appropriately and completely, investigate causes of spills to determine future preventability, and files incident reports and documents.
3 Inspects City facilities for environmental compliance; reviews waste storage areas, water facilities, stormwater management tactics, and other waste water activities; observes and identifies issues that need to be addressed and communicates issues and concerns; oversees mitigation and completion of identified issues.
4 Drafts, prepares, and files extensive reports on inspection activities and findings; documents areas of non-compliance, preventable reports, and various incidents; ensures all departments and City decision makers are aware of issues and have pertinent information to make informed decisions; provides follow up on compliance investigations to resolve outstanding violations or enforcement issues.
5 Understands and applies environmental policies, rules, regulations, and standards to ensure City is meeting and exceeding expectations; provides training and education to other employees to ensure all inspection and compliance activity is done accurately and efficiently; performs various scheduled public outreach events to communicate standards and issues to citizens.
6 Assists and supports with hazardous spills and incidents for the fire station and other departments; provides a detailed inspection of incident and appropriate analysis; participates in emergency situations, maintain spill team schedule, and assists with reports for Environmental Compliance Committee meetings.
7 Reviews permits and regulations regarding various industries and monitors compliance with permitting standards.
8 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of Environmental Compliance agencies.
2 Knowledge of Environmental procedures and inspection tactics.
3 Knowledge of Environmental codes, ordinances, and regulations.
4 Ability to perform professional inspections and document non-compliant issues.
5 Ability to commun cate findings and ensure resolution of issues.
6 Ability to train, educate, lead, and assist lower level specialists and staff.
7 Ability to provide engagement and follow up to ensure environmental standards are achieved.
8 Communicating effectively both verbally and in writing.
9 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS:
EDUCATION:
- High school diploma or GED.
EXPERIENCE:
- Four (4) years of experience in two (2) or more of the following environmental areas:
- Site assessment/inspection
- Waste management
- Hazardous material handling
- Spill response
- Chemical analysis
- Pretreatment inspections
- Air/water quality control
- Soil/water/air/groundwater/stormwater sample collection
EQUIVALENCIES:
- An associate degree in Architectural, engineering, environmental or life science field plus two (2) years of the required experience will meet the education and experience requirements.
- An associate degree (or higher) in a non-specified field plus three (3) years of the required experience will meet the education and experience requirements.
- A bachelor's degree (or higher) in an architectural, engineering, environmental or natural science field will meet the education and experience requirements.
LICENSE:
- Valid drivers license and good driving record.
Salary Range
$23.44 - $27.23
