Summary You will serve as a FORESTER (FIRE MGMT SPECIALIST) in the FOREST PROTECTION PROGRAM of MARINE CORPS BASE. Responsibilities You will plan, implement and encourage a fuels management program that protects, maintains and improves desirable woodland habitats. You will execute the annual burning of commercial timber land, all ranges and impact areas, endangered species habitat, and ecosystem restoration burns. You will execute daily planning by assessing potential fire behavior in a wide variety of fuels and local weather conditions. You will prepare wildland fire risk assessments. You will ensure that natural resources personnel are properly trained in forest fire suppression techniques and have passed all required standards. You will act as Incident Commander in a unified command with the Base Fire Department during wildland fire emergencies. Requirements Conditions of Employment Qualifications GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing wildland fire suppression strategies, tactics, methods and fireline safety procedures to ensure safe fire suppression; collecting and analyzing information through field surveys and computer modeling to develop and modify a fuels management plan; and creating and updating maps using Geographic Information Systems (GIS). GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with utilizing wildland fire suppression strategies, tactics, methods and fireline safety procedures to ensure safe fire suppression; collecting and analyzing information through field surveys and computer modeling to develop and modify a fuels management plan; and creating and updating maps using Geographic Information Systems (GIS). NOTE: This position does not receive the Fire Fighter Special Retirement Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual. Basic Requirements: 1) Degree in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing OR 2) Combination of education and experience: courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. In lieu of the specialized experience listed in the Qualifications section, you may qualify with the following education or combination of both education and experience: GS-11: I have successfully completed a Ph.D. or equivalent doctoral degree OR I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR I have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent. GS-09: I have successfully completed a master's degree or equivalent graduate degree OR I have successfully completed two years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree OR I have a combination of experience and education as described above that equates to one year of experience.
