This position provides operational direction of the division of Domestic and Sexual Violence Services (DSVS).
Key duties include:
Serves as Executive Director for the Commission for Women (CFW) providing administrative, budgetary, and planning functions and develops guidance on policy issues presented by the Commission to the Board of Supervisors and other organizations.
Develops policies to eradicate barriers against women and girls in Fairfax County government and the community. Provides administrative and operational oversight of the division with a strategic lens undergirded by principles of equity and service to vulnerable populations. Serves as a liaison between the CFW, DSVS, senior county management, the Board of Supervisors, business and education leaders, community-based organizations, and citizens. Acts as a resource to public, private, and community organizations on issues related to women. Works u nder the supervision of the Deputy Director for Programs and Services.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor’s degree in public administration, social work, human services, or a related field; plus six years of professional experience in a human service field, including two years supervising professional staff. A master’s degree in an appropriate field may be substituted for one year of the required experience.
CERTIFICATES AND LICENSES REQUIRED:
None.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and a Child Protective Services Registry check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
PHYSICAL REQUIREMENTS:
Ability to communicate clearly and concisely, both orally and in writing. Ability to use automated technology and keyboard driven equipment. Sufficiently mobile to attend meetings and community events at various locations. Ability to make presentations to county staff and community stakeholders. All duties performed with or without reasonable accommodations.
SELECTION PROCEDURE:
Panel Interview and may include a practical exercise.

- oversight of state certified programs and services within DSVS;
- the provision of domestic and sexual violence individual and group counseling for children, youth, and adults;
- case management;
- advocacy services;
- a 24-hour hotline for those affected by domestic violence, sexual assault, stalking, and/or human trafficking;
- a 24-hour lethality assessment program (LAP) hotline for use by Fairfax County Police;
- outreach, education and prevention services; and
- group treatment for perpetrators of family violence.

- Superior oral and written communication skills, including proven ability in drafting, editing, and providing constructive feedback.
- Significant operations management experience related to complex project development and management.
- Experience in grant-writing, including review, monitoring, and evaluation.
- Experience in development and oversight of budgets.
- Proven ability to drive multiple aspects of initiatives and projects from inception to implementation within identified timeframes.
- Strong interpersonal skills and ability to work in teams, across departments, and with both county and non-governmental sectors is imperative.
- Must function as a collaborator, problem solver, and relationship-builder.
- Master's degree in social work, psychology, public administration, health services administration, or human services related field.
- Four or more years of supervisory or management level experience in a public or private social services or human services agency.
- Knowledge of federal and state law/policy related to the delivery of public social services programs including, but not limited to aging, child welfare, public assistance.
- Demonstrated ability to implement large scale change to improve service delivery in a social services system.
