Job Description:
The Financial Crime Risk Oversight Specialist acts as key business oversight lead and provides expert/specialized business guidance and 2nd line challenge and oversight to portfolios, businesses and functions on development, maintenance, and implementation of all aspects of AML/ATF/Sanctions/ABAC compliance programs in line with the Bank's risk appetite and strategic direction.
Department Overview:
Financial Crime Risk Management (FCRM) Business Oversight partners with the business lines to design and implement risk frameworks within TD's risk appetite. The group analyzes and recommends actions related to client, product, geographic, and business line risk. FCRM Business Oversight is comprised of oversight divisions for Commercial, Cards, Retail, Digital, and New Business Initiatives & Emerging Risks.
The FCRM New Business Initiatives & Emerging Risks team leads the U.S. FCRM new business and product assessment program and coordinates with AML subject matter experts, control groups, and business groups to facilitate effective challenge. The team also performs targeted risk reviews of new or expanded products/services, manages remediation of regulatory and internal audit issues, and maintains standards and procedures related to FCRM risk assessment and approval.
The Financial Crime Risk Oversight Specialist – New Business Initiatives and Emerging Risk will support FCRM oversight of new business initiatives, emerging risks, and related projects. Responsibilities may include:
+ Intake and initial financial crime risk assessment of new or changing initiatives.
+ Coordinating with various stakeholders including business lines, advisory teams, and subject matter experts to ensure financial crime risks are accurately understood and documented.
+ Synthesizing details from various sources to produce clear and concise written reporting tailored to various audiences, including senior management.
+ Representing FCRM oversight in key meetings related to new or changing initiatives.
+ Accurate reporting on status of initiatives to various audiences including senior management.
+ Ensuring compliance with standards and procedures.
+ Supporting ongoing remediation efforts and other ad hoc projects as required.
Depth & Scope:
+ Senior specialist with AML/ATF/Sanctions/ABAC expertise, works independently and is accountable for managing a specialized AML/ATF/Sanctions/ABAC function or area
+ Provides comprehensive coverage for a significant business or functional area across all legal entities and jurisdictions where TD operates
+ Provides AML/ATF/Sanctions/ABAC advice to a business as FCRM representative on a complex project or change initiative
+ Provides advanced analysis and/or specialized reporting to support business partners, functional areas, or centers of expertise
+ Provides guidance and support to analysts on matters related to portfolio and speciality
+ Expert knowledge of the business and operational functions supported
+ Typically a subject matter expert for a key functional AML/ATF/ Sanctions/ABAC area and business requirements
+ Contact for business management, external/internal auditors, dealing with non-routine information
+ Manages/assists with regulatory reviews including inquiries, audits, and exams
+ Deep knowledge and understanding of businesses/technology, and organizational practices/disciplines
+ Identifies and leads problem resolution for project/program complex requirements related issues at all levels
Education & Experience:
+ Undergraduate Degree
+ 7+ years of experience
Preferred Skills:
+ Experience in financial crime risk management or a related field, particularly related to new business products and services.
+ Knowledge of AML typologies and AML regulations, including BSA, USA PATRIOT Act, and OFAC requirements.
+ Strong organizational skills and attention to detail.
+ Strong written and verbal communication skills, with the ability to present findings clearly and concisely.
+ Ability to work independently and as part of a team, with a high level of organization and attention to detail.

+ Provides expert/specialized regulatory compliance and prudential risk management guidance on AML/ATF/Sanctions/ABAC matters affecting covered TD businesses
+ Proactively advises covered TD businesses of new and changed AML/ATF/Sanctions/ABAC regulatory and/or policy requirements and articulates the impact to their processes and controls
+ Contributes to the development and implementation of AML/ATF/Sanctions/ABAC Compliance programs
+ Guides and partners with covered TD businesses through the development, implementation, oversight, and management of effective AML/ATF/Sanctions/ABAC Compliance Programs
+ Escalates and manages to resolution significant issues and events
+ Represents FCRM on internal or external committees relating to designated business activities as required
+ Delivers subject matter expertise and AML/ATF/Sanctions/ABAC guidance to business management, including developing and maintaining management reporting and analysis

+ Actively assists in developing and overseeing implementation of business line policies and procedures
