Position Description
Support engagement synchronization of DoD Decision Support System elements in performance of PSA duties to ensure organizational equities are represented and protected during the requirements, acquisition, programming (Program Budget Review (PBR)), budgeting, and execution process phases. Contractor personnel shall assist throughout the organizational engagement process in areas such as owner roles and responsibilities for the Defense Acquisition System (DAS), Joint Capabilities, Integration and Development System (JCIDS), Intelligence Community Capability Requirements (ICCR), Intelligence Community Acquisition Model (ICAM), and PBR elements of the Planning, Programming, Budgeting and Execution (PPBE) process. The DoD Decision Support System consists of DAS, JCIDS, and PPBE processes, which are closely related, and must operate simultaneously with full cooperation and in close coordination. Per Title 10 USC Section 2223 and Title 40 USC Subtitle III, as implemented by Department of Defense Instruction (DoDI) 5144.02, the exercises their statutory requirement in providing Information Technology (IT)/National Security System (NSS) Principal Staff Assistant (PSA) responsibilities for the Secretary of Defense (SECDEF).
Responsibilities
- Provide subject matter expertise on all aspects of PPBE support to DASD SSIPM, Special Programs Office, Joint Rapid Acquisition Cell and include programming and budget formulation, preparation and execution of funding documents through the accounting system, sending and tracking of funding documents to customers, conducting programming and budget execution reviews, conducting spend plan and POM programming analysis efforts and providing strategic recommendations and guidance on DASD financial matters and the budget certification process.
- Provide technical support and guidance on funding execution by preparing monthly reports on status of funds tracking the transactions through commitments, obligations and expenditures. Provide Analysis on actuals versus planned transactions. Conduct Mid-Year funds status reviews against OSD Goals and provide justifications as necessary. Reconcile all transactions timely.
- Provide support to POM, BES and PB builds by coordinating and inputting R2 and SNaP-IT updates. Analyze changes in the FYDP and inform DASD and CIO/CIO (CS) leadership of program impacts and advise on justifications. Prepare annual POM briefing.
- Oversee day to day execution of internal operational budget including the new (CS) office of the Director of SAP IT, working directly with program leads to identify new and existing requirements for funding, managing budget execution, and facilitating contract and funding documents through processing.
- Lead data analysis efforts, leveraging SNaP-IT and Component provided funding data, to analyze DoD-wide execution of funding and requirements in support of key initiatives for CS and SAP IT. Engage regularly with Component CIO resourcing leadership to facilitate oversight efforts. Direct study efforts to aggregate disparate PPBE data from across the DoD for cybersecurity to develop tactics, techniques, and procedures to provide better situational awareness on Cybersecurity spending.
- Manage internal budget management and oversight efforts for a number of portfolios, including SAP IT, Cybersecurity Operations, and Cybersecurity Architecture portfolios. Provide leadership and direction on key execution of SAP IT internal funding, designed to enhance the quality of the Department’s SAP IT ecosystem and enterprise.
- Provide subject matter expertise to advice and guidance on execution strategies to best meet the needs of the DASDs requirements. Prepare and track all Contract Workforce Review Board requirements and advise the DASD on any changes or issues requiring attention.
