The County of Riverside's Purchasing & Fleet Department is currently recruiting for a Fleet Services Assistant to support the Riverside, CA location. The Fleet Services Assistant plays a crucial role in managing the County fleet by handling dispatching, work order processing, asset utilization and vehicle in-processing disposition. The ideal candidate possesses a background in public fleet services, along with automotive inventory experience and proficient with FASTER Asset Solutions or other Fleet Services Software Systems.
The Fleet Services Assistant is the entry level classification in the Fleet Services Assistant series and reports to an appropriate supervisory or manager level position. Incumbents act as vehicle dispatcher, customer service and vendor support representatives for the County fleet. The Fleet Services Assistant is responsible for supporting the maintenance of County fleet vehicles, vehicle refueling, car wash facility oversite and assists in maintaining the fleet's vehicle replacement program and in determining whether fleet vehicles are suitable for active service, storage, or auction.
The Fleet Services Assistant differs from the Senior Fleet Services Assistant in that the latter supervises the dispatch and vehicle control activities of the County fleet.

The Purchasing and Fleet Department's primary function is to provide vehicles, goods and services to other County Departments and agencies within the County of Riverside. Providing a unified purchasing system that ensures integrity and fairness, with centralized responsibility for oversight of solicitation, vendor selection, negotiation, award, contract management, reporting, disposal of surplus property and emergency logistical support for the benefit of Riverside County agencies.
EXAMPLES OF ESSENTIAL DUTIES
• Make visual and mechanical evaluation of vehicles for use in the County's vehicle replacement program; release new vehicles for active service following preventive maintenance checks.
• Duplicate forms and other printed material; maintain records, perform data entry, and manual inventory; operate forklift to move pallets and materials.
• Load and unload supplies, materials and equipment from trucks; receive supplies, tools, and equipment; inspect for damage and quantity received against requisitions, invoice or freight bills.
• Research problems, adjust schedules to meet deadlines and time frames, and respond to customer concerns; plan and schedule ordering, receipt, and/or storing of goods; interpret complex reports and invoices to ensure goods and services received match requisition; review documents for conformance to requisition policies.
• Maintain, store, and process records; file and retrieve files, records, and other documents; input information into and maintain a computerized information retrieval system.
• Assist customers by providing relevant information; research various systems and troubleshoot problems; initiate routine correspondence.
• Custodian of equipment receipt and transfer documentation; conduct periodic inventory and assist with the deployment of large quantities of equipment as needed.
• Manage refuse, scrap metals and recyclables, process materials for disposal, auction or recycling; maintain detailed transactional records and inventory of materials received and disposed.
• Generate and review equipment maintenance reports for Fleet maintained equipment and vehicles.
• Open, review and process vehicle work orders.
• Document vehicle history and scan historic records into the Department's document retention system as per the Department's records retention schedule.
• Maintain Department vehicle usage and equipment files; generate and review vehicle usage and service reports.
• Assist Fleet supply as needed and provide Senior Fleet Service Assistants and Automotive Service Supervisors with administrative support, inventory and data entry as required.
• May supervise volunteers, Senior Tax Work-Off Participants, and Sheriff Department Work Release participants as needed.
• Dispatch vehicles to County employees based on departmental needs and priorities for vehicles depending on availability, length of trip, and number of occupants; assure daily accountability and security of motor pool and customer vehicles.
• Enter mileage from returned rentals and verify usage; enter data for charging renting departments for the use of vehicles.
• Order and receive office supplies, facility equipment and services in County supply, procurement and material management systems.
• Process vendor invoices for payment in Rivco Pro, Peoplesoft and Fleet Management Information Systems.
• Perform routine facility and fuel site safety inspections as required.
• Perform special projects or other Fleet Services related work as required.
• Make visual and mechanical evaluation of vehicles for use in the County's vehicle replacement program; release new vehicles for active service following preventive maintenance checks.
• Arrange vehicle repairs with contracted vendors; correspond with vendors regarding scheduled repairs, missing invoices, customer service and invoice reconciliation.
• Correspond with Fleet customers on matters related to vehicle readiness, maintenance management, Fleet services provided and billing.
• Create, update and monitor asset records including vehicle tracking systems, equipment records, and automated fuel management systems.
• Prepare surplus vehicles for storage; prepare and evaluate vehicles to be auctioned.
• May assist in maintaining vehicle inventory, depreciation, warranty, registration, mileage, license plate, key, and auction records.
MINIMUM QUALIFICATIONS
License:Possession of a valid California Driver's License is required.
Experience:Three years in a position performing vehicle dispatching or general automotive maintenance which included public contact and record keeping.
Knowledge of: Principles of clerical record keeping; basic mathematics; basic automotive maintenance; Department of Motor Vehicles procedures relative to vehicle licensing and registration; fleet services procedures including vehicle dispatch, replacement, and auction.
Ability to: Perform specialized clerical work associated with vehicle operations including maintenance of inventory, depreciation, warranty, and mileage records; formulate and present oral and written instructions for coordinating vehicle dispatch; establish and maintain effective writing relationships; follow oral and written instructions; provide leadership and oversight to Garage Attendants and assigned clerical staff.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
