DutiesYou will serve as senior technical expert and the Reliability and Maintainability Engineering Program Lead for the PMA-265 F/A-18 and EA-18G Program Office.You will provide team catalyst and leadership and be responsible for planning, resourcing, and executing an effective Reliability and Maintainability Engineering program for all PMA-265 programs.You will direct and organize the programmatic and technical activities for all integrated product teams' (IPT) to ensure an effective and consistent engineering program for all IPTs across all acquisition life cycle phases.You will assign responsibilities, tasks, objectives, and projects to program members that include: civilian and military personnel who are members of fleet support teams, integrated project teams, and/or an integrated test force (ITF).You will document progress and report to competency leadership and the PMA-265 program office; and provide authoritative input and advice on technical and engineering issues regarding the application of processes and practices.You will be responsible for short- and long-range planning, guiding and implementing program activity through actively participating in the formulation of processes and policies for execution of development, flight-test, and sustainment programs.You will maintain regular liaison with Competency Management; In-Service Engineering Activities; PMA-265 IPTs, Program Management, Contracts, etc.; NAVAIR, Project Managers, Systems Engineering personnel, Project Engineers, and Defense Contractors.You will identify program budgetary requirements and participate in preparation of manpower and material resource requirement estimates to support all program activities.You will conduct continuing reviews and evaluations of the PMA-265 Reliability and Maintainability programs and their resources to ensure proper and effective resource application to ensure program success.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or (DP-04) pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following:
The incumbent must demonstrate a firm understanding of NAVAIR/NAWCAD R&M engineering processes and tools and must be able to effectively lead and manage a team comprised of Government and Contractor Support Services (CSS) R&M engineers, program analysts, and engineering technicians
As a team lead, the incumbent will be responsible for directing/managing and monitoring all R&ME work delegated and assigned across their R&M team
The R&M team lead must communicate both program and R&M Division communications, needs, etc., down through the team
The R&M team lead must effectively manage team staffing issues and conflicts with assistance from the R&M PEO(T) Branch Head and the Division Head
The incumbent must demonstrate expertise in all phases of acquisition with an emphasis on the Operations and Support phases
The incumbent will be expected to develop R&M program policies and practices in concert with R&ME competency guidance; develop, refine, and document processes; and train team personnel in those processes
The incumbent is responsible for interpreting policy independently on his/her own initiative while planning and accomplishing assignments, coordinating the work of others, and resolving conflicts among team members that may arise
The team lead is expected to help develop analytics products and faster methods of identifying readiness degrader root causes
The team lead is responsible for providing expertise to the team and training and learning opportunities to help develop personnel to more effectively support world class sustainment capabilities
The incumbent is expected to aggressively attack reliability issues and identify "shovel ready" investment opportunities with positive returns on investment to reduce flight hour operating costs
The team lead will ensure that the team uses data-driven approaches, engages with technically sound systems engineering practices, and effectively communicates risks/issues and their corresponding impacts and recommended courses of action to leadership and stakeholders
