Your Specific Responsibilities:
This is a professional position specializing in geographic information systems (GIS) and is responsible for analyzing spatial data through mapping software and designing digital maps with geographic data and various other data sets. The position also includes plan writing components, data collection/management, and software administration.
Coordinating with State ESF-8, County Health Department, and other emergency management staff on a routine basis to determine mapping needs, develop GIS solutions to those needs, and proposing efficiencies available through GIS solutions to emergency response functions. Designing digital maps with geographic data and other data sources to support preparedness efforts, to aide decision making, and establish a common operating picture during incident response. This includes creating maps that depict multiple data layers such as topographical data, hazard specific data such as flood and inundation zones, the location of healthcare infrastructure, transportations systems, and other community attributes and features. Analyzing spatial data through the use of mapping software such as Esri ArcGIS Pro. Developing mapping applications and tools to facilitate the use of GIS data by non-expert users. Managing a digital library of geographic maps in various file types.
Developing and maintaining state-level public health and medical emergency response operational, tactical, and contingency plans, policies, and procedures in accordance with federal, state, and Department of Health guidelines. To include supporting the development and maintenance of preparedness and response documents such as plans, SOGs, playbooks, etc.
Collecting, cleaning, curating, analyzing, and displaying data through spreadsheet software tools, charts, presentations, ad hoc reports, etc. for preparedness efforts and during incident response. Performing data management and cleaning to convert data into its desired form. Coordinating with stakeholders and partners to obtain necessary data files on a routine basis to keep information current for emergency use. This includes coordinating the implementation, use of, and administration of incident information management software, such as WebEOC, ReadyOp, and Esri GIS products.

Required Knowledge, Skills, and Abilities:
+ Degree in Geographic Information Systems (GIS), Geography, or related field.
+ Experience with GIS software – particularly Esri ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise.
